Job Description:

Supply Chain Officer-Baidoa

The Role:

The Supply Chain Officer will facilitate timely and transparent procurement processes. With guidance from the Supply Chain Manager, Operations and Finance & Support Services Manager, the incumbent will consolidate procurement planning, track procurement processes and provide regular updates to management for decision-making purposes. With support from Supply Chain Manager, the position holder will monitor market conditions to ensure the program obtains the best quality goods and services at the best prices. The position holder will coordinate the field level Procurement Committee; advising members on criteria and ensuring decisions are captured in a timely and complete manner. S/he will also provide technical guidance to World Vision staff members, implementing partners, suppliers and vendors to ensure accountable and efficient procurement processes.

 

Key Responsibilities:

 

Ensure timely and transparent procurement processes at filed level;

  • Process procurement request within approved time-lines
  • Ensure efficient and effective contract/order management for service level delivery
  • Spearhead supplier/vender management, promoting awareness of WV Somalia policy and procedures and providing guidance to external stakeholders to enhance accountability and ensure good working relationships.

 

Facilitate field-level procurement planning and implementation; 

  • Promote awareness of P2P2 (Planning to Procure to Pay) supply chain module, providing guidance to field team staff members to implement this;
  • Track submission and completeness of project-level procurement plans, providing periodic updates.
  • Conduct regular market surveys at office and sub-office level, updating an Item Catalogue for budgeting and decision-making purposes;
  • Analyze consolidated procurement plans on a periodic basis, projecting procurement needs of the region and actively planning to fulfill those needs in a timely manner;
  • Prepare monthly status reports regarding on-going procurement and share with relevant stakeholders for monitoring, planning and decision-making purposes;
  • Source quotation from potential suppliers through the established WV Somalia procurement procedures and guidelines for planning purposes.

 

 

Ensure accountable, cost-effective procurement at the field level;

  • Monitor current market conditions, ensuring the organization obtains the best quality goods and services at the best price
  • Analyze market and delivery conditions to advise on competitiveness of bids
  • Receive and compile quotations from suppliers
  • Maintain a number of databases to facilitate accountable and cost-effective procurement processes
  •  Prepare bids analysis for reviews
  • Maintain invoice tracking and filing system to ensure accountable procurement process at all levels

 

Ensure the smooth functioning of the field-level Tender Committee

  • Coordinates preparation of Tender Committee Meetings;
  • Drafts timely and complete Tender Committee meeting notes.
  • Advises Tender Committee on the specifications of the tender adverts and the credibility of suppliers and service providers

 

Ensure staff members and partners have good working knowledge of WV policy and procedures

  • Provide on-the-job technical backstopping to field teams regarding WV Supply Chain policy and procedures
  • Provide guidance to external supplier and vendor regarding WV Supply Chain policy and procedures

Experiences and Qualifications

Educational Background, Degree in one of the following: Supply Chain Management Purchasing and Supplies Management Procurement and Logistics Business Management Professional Certifications: Chartered Institute of Purchasing and Supplies (CIPS) Level 4 qualification Or Professional certification in Supply Chain Management (e.g., CSCP, CPSM). Technical Knowledge Familiarity with supply chain systems and automated procurement tools. Experience: Minimum 5 years of experience in a similar role. Core Skills: Strong negotiation skills. Proficient interpersonal and communication abilities (both verbal and written).

 

Working Environment:

The position is field-based in Baidoa, South West State with regular travel to other field locations for other department and program support.
