 MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below: 

Job Title             : SUPERVISOR MEDICAL DATA ENTRY

Work Location  GURIEL_SOMALIA

Start date           : AS SOON AS POSSIBLE

Length of contract  :  Fixed term (1year) 100% with 3 to 6 months’ probation period.

Main Purpose

Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organise and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.

Accountabilities

·        Supervise, organise and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide a good service support and reliability of the data collected.

·        Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc) into the appropriate data management system while ensuring quality of data

Job application platforms

·        Do quality control for data officers’ performance on regular basis

·        Know and ensure proper use of software used for recording (i.e. Fuchia, Epi Info, etc.).

·        Ensure accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.

·        Provide technical support to data entry officers/operators in project sites and give response to their training needs.

·        Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data.

 

MSF Section/Context Specific Accountabilities

 

·        A Medical Data Entry Supervisor oversees the accurate, timely, and secure input of medical data into databases, ensuring its reliability and consistency.

·        Key responsibilities include :

·        Supervising and training data entry staff, implementing quality control measures, maintaining data accuracy, performing backups, and generating statistical reports for medical teams. This role ensures that medical records are complete and available for analysis and surveillance of diseases, health conditions, and other critical health information.

·        Setting up a good system of data collection, using DHIS2 forms and respecting MSF protocols.

·        Ensuring that all data collected is accurate, with no duplicates or missing data.

·        Conducting training for all staff involved in the recording, collection and analysis of medical data.

·        Ensuring that data is collected on a regular basis to enable you to monitor quality, carry out routine analyses and share updates with MTL in a timely manner.

·        Being able to set up the system to enable checking with precision to ensure that the data encoded in DHIS2 is accurate and consistent with patient registers.

·        Providing daily, weekly and monthly situation reports on patient movements (number of admissions, discharges, referrals, etc.).

·        Working closely with the EPI manager on epidemic disease surveillance, updating line lists and creating graphs for reporting on the evolution of outbreaks.

·        Reporting any issue concerning data management to your line manager, and inform the person in charge of DHIS2 in the mission and/or at headquarters without delay of any breakdown in the medical data management system.

·        Participating in the search for missing data and making regular back-ups of all data processed.

·        Promoting and maintain confidentiality regarding all information and strict compliance with code of conduct.

·        Updating, in collaboration with DHIS2 advisor, specific tools and exporting to the MTL on a monthly basis.

·        Updating the DHIS2 with cover sheets from respective departments, creating tables for MSF reports.

·        Supervising data collection, capturing, collating analysing and reporting to the MTL.

·        Flexible to cover the position of the Medical Data Processing Officer in the event of his/her annual leave and/or in the event of circumstance-related leave.

·        Print departmental tally sheets and documents and deliver them to the departments for data entry.

·        Ensure confidentiality of all data handled and Ensure that all identifiable data are password protected.

·        Regular monitoring of File both soft and hard copies for institutional memory.

·        Compile statistical reports as required

·        To ensure collection and enter all relevant data as per surveillance system in place (morbidity, mortality, surveillance of diseases of epidemic potential, nutrition and maintain medical data base to avoid ruptures in health surveillance

·        Ensuring collate mapping statistics, giving a clear picture of patients’ locations and distances travelled.

·        Monthly and ad hoc reporting.

·        Demonstrating flexibility to assume other responsibilities and additional tasks over normal working hours and according to the needs of the project.

Experiences and Qualifications

Education

·        Essential proven computer literacy, secondary education or qualifications either in administration, data entry or in statistics. Degree in Information and Technology (IT) desirable.

Experience

·        Essential 2 years’ experience with MSF or other INGOs in the emergency department/Hospital as medical data entry supervisor (submit certificates as proof of experience).

Language

·        English language essential, Somalia language desirable.

Knowledge

·        Essential knowledge of use of computer including processing of documents (Word, Excel).

·        Desirable knowledge on medical statistics data bases.

·        Complete working knowledge on HIS and DHIS2.
