The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of implementing the “Somalia Food Systems Resilience Project (FSRP)” and intends to apply part of the proceeds toward payments under the “Procurement of Procurement of Vehicles for the Veterinary and Rangeland teams under the Ministry of the livestock, forest and Range”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
The Ministry of Livestock, Forest and Range (MoLFR) of Galmudug state now invites sealed Bids from eligible Bidders for the Procurement of vehicles for the Veterinary and Rangeland teams as per below details:
*Note: “Bidder must bid for all items and 100% of the quantity of the items. A bid quoting only one item or incomplete quantity of the items will be considered non-responsive and will be rejected”.
3. The bidding process will be conducted through National Competitive Procurement (NCB), utilizing the Request for Bids (RFB) method as specified in the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers” dated July 2016, and revised in November 2017, August 2018, November 2020, and September 2023 (hereinafter referred to as the “Procurement Regulations”). The process is open to all eligible bidders as defined in these Regulations.
4. Interested and eligible bidders may obtain further information from the from office of Galmudug- Food Systems Resilience Project (GSS-FSRP) Project Implementation Unit (PIU) under the Ministry of Agriculture and Irrigation (MoAI) and the Ministry of Livestock, Forestry, and Range (MoLFR) of Galmudug State of Somalia via email at procurement@fsrp.gm.so, with copies to hr.molfr.gss@gmail.com and procurement.fsrp.gss@gmail.com. Bidders may also inspect the bidding documents during office hours, from 09:00 to 16:00 (Dhusamareb local time), Saturday to Thursday, excluding public holidays, at the address provided below.
5. The bidding documents, prepared in English, may be obtained free of charge by interested and eligible bidders upon the submission of a written application to the address indicated below.
6. Bids must be delivered to the address specified below no later than 11:30 a.m. (Dhusamareb, Somalia local time) on December 15, 2025. Electronic submissions will not be accepted. Late bids shall be rejected. All bids will be publicly opened in the presence of the bidders’ designated representatives and any interested parties who choose to attend at 11:30 a.m. (Dhusamareb local time) on the same date.
7. All bids must be accompanied by a Bid-Securing Declaration, prepared in accordance with the format provided in Section IV – Bidding Forms of the bidding documents.
8. Bidders’ attention is drawn to the provisions of the Procurement Regulations which require the Borrower to disclose information on the beneficial ownership of the successful bidder as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding documents.
