Social Impact is implementing the USAID/Somalia’s USAID’s Evaluation, Learning, and Monitoring Initiative (ELMI) activity which provides support for monitoring, evaluation, and program related services to USAID/Somalia. The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) Social Services including education and health; and (3) economic growth.

 

Position Summary

Social Impact is recruiting one Field Supervisor (FS) to oversee field activities for ELMI work under Task Order 2-Evaluations, Assessments, and Analyses. The work will include support for planned strategy and activity level evaluations; development and implementation of USAID Development Objective 1 evaluative monitoring system (DO1MS); and any other related assessments as may be requested by USAID. Reporting to the Evaluation Director and in close coordination with the DO1 Team Leader, the FS will oversee field data collection and ensure that field teams comply with laid down guidelines and procedures. The FS will liaise with the Team Leaders from the assigned TO2 data collection firms.

 

Responsibilities

·        Review and assess the quarterly data collection for DO1MS, including quality assurance for field data collection.

·        Work with data collection firms to prepare fieldwork plans, providing advice on logistics and submitting these to the Evaluations Director and DO1 Team Leader.

·        Plan and coordinate field team deployments for data collection and verification.

·        Communicate associated accessibility and / or security concerns, if any, of targeted verifications sites. 

·        Support in identifying targeted respondents in line with the sampling plan and criteria as defined in the activity sheets.

·        Log and track due diligence and operational assessments, along with adopted mitigations and related risks, with the support of the DO1 Team Leader, ELMI TO1 FSs and Social Impact Security Consultant.

·        Review and communicate all changes to fieldwork plans as necessary.

·        Organize meetings with IPs / Sub IPs to discuss data collection plans and obtain required documentation.

·        Initiate and facilitate meetings with local government officials and stakeholders where needed to obtain necessary buy-ins and approvals

·        Support TO2 evaluation component in obtaining authorization for IRB review and approval from federal and state authorities for evaluation approvals, If required.

·        Support the evaluation teams by collecting documents required for review.

·        Escalate and coordinate incident responses, acting as the focal point between programme operations staff in Nairobi and Somalia-based evaluation teams.

·        Supervise data collection to ensure that field monitors are conducting interviews by set guidelines and procedures including data quality assurance protocols, etc.

·        Conduct initial review of incoming data from the field monitors or implementing partners to ensure completeness, clarity and accuracy.

·        Assist in capturing key trends and collecting local context information as required.

·        Conduct random spot checks to verify that field monitors have visited verification sites and provide on-field supervision.

·        Support and participate in field team training, identify training needs, and develop training materials with the DO1 Team Leader.

·        Provide regular reports and updates on the data collection process, including data quality issues, challenges encountered, and recommendations for improvement.

Experiences and Qualifications

   A bachelor’s degree in social sciences, international relations, economics, statistics, and/or any other relevant field.

·        Minimum five years’ experience in data collection and field supervision.

·        Excellent English writing skills and speaking ability.

·        Somali language proficiency.

·        Good understanding of Somali culture and operating environment.

·        Willingness and ability to travel to different parts of Somalia as needed.

·        This is a Somalia based position open only to Somalia Nationals
