Job Summary

The MEAL/Knowledge Management Manager is part of the country Program Quality Development and Learning team of the CARE Somalia Country Program. The MEAL/Knowledge Management Senior Manager reports to the Country Coordinator - Program Quality Development and Learning. S/he plays a key role in supporting MEAL technical quality across a portfolio of projects.  The Senior Manager will work closely with the ECAR MEAL, the CO team, and the CI global MEAL to design and implement MEAL strategies, systems and frameworks that meet the organisation's needs to develop and document results and learning in a systematic and effective manner.

 

Responsibilities include:  developing and supporting the use of MEAL tools and practices in program development and quality assurance efforts across a range of programs in the Somalia Country Office Programs; leading or supporting the development of MEAL work pieces such as program baselines, mid-term reviews and endlines; developing and implementing capacity building plans and materials that strengthen staff understanding and use of MEAL/KM; and assisting staff to ensure consistency and quality in reporting to donors.

The senior manager will also ensure that we continually build an evidence base to support our programming growth and impact and promote knowledge management and learning strategies within and across the organization. The position holder will be engaged in supporting both humanitarian and long-term development programs in the Impact Areas in which CARE Somalia works.  These Impact Areas include: Education and Gender Equality; Climate Justice, Food Water Systems and Nutrition; and Humanitarian Responses. Gender and youth are also core strategic areas for CARE International in Somalia

 

JOB RESPONSIBILITIES:

Monitoring, Evaluation, Accountability and Learning:                                   (35%)               

 

  • Support the development and implementation of the overall MEAL Framework/Strategy for the country strategic plan
  • Lead the development of systems to collect and analyse consistent and quality MEAL data, including from third-party partners and partners.
  • Lead MEAL data analysis, for organizational reports, assessments and data portals including PIIRS
  • Lead the development of the MEAL dashboard to increase and strengthen the quality and availability of country and programmatic data.
  • Review outcome surveys, independent evaluations, and studies to inform the learning agenda and subsequent investment cases.
  • Support in designing and contextualising CARE SOM Rapid and detailed Needs Assessment ensuring assessment findings include an analysis of women and childrens.
  • Spot check and Validate data, follow up with Program MEAL/KM and Program Leads data entry and analysis systems and respective project staff on enquiries regarding REACH (participation) and IMPACT reporting  during the assigned period.
  • Ensure that data is of good quality, verifiable, and regularly collected, analyzed, and shared within CARE SOM as well as among stakeholders

 

Reporting                                                                                       (35%)               

 

  • In collaboration with the Country Coordinator - Program Quality Develpment and Learning, support in provision of a holistic view of MEAL data to senior management and other CI and external governance bodies through appropriate reporting, disaggregation and data visualizations.
  • Provide guidance and technical assistance to the Impact Area Programs in the areas of planning, performance monitoring, reviews and reporting, promoting a results mindset.
  • Provide monitoring and evaluation inputs into corporate/donor reporting, and ensure consistency of data and information presented across reports.
  • Review progress reports submitted by projects and programs and provide feedback to improve quality and timeliness of reporting.
  • Ensure alignment of reports with corporate and donor reporting templates and regulations
  • Provide technical support to the project teams to carry out the annual Reporting of Results and Impacts (PIIRS) campaign, complying in time and quality with the schedule established by Care International.

Matrix management of MEAL/KM function                                                     (10%)               

  • In collaboration with the Country Coordinator for Program Quality Development and Learning and program Leads support to establish annual objectives and targets, performance measurements, standards and results expected for the MEAL/KM team.
  • Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned.
  • Support the PQDL Coordinator in developing and mantaining the MEAL and Knowledge Management structure, establishing the type and number of human resources necessary and the development of MEAL capabilities. 
  • Support and contribute to the recruitment, induction and accompaniment of MEAL/KM personnel in the country.
  • Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
  • Conduct assessments and analyses of CARE SOM  MEAL; and data management capacities on Reach, and Impact including, advocacy, impact at scale, systems strengthening and data visualization and support the Programme staff and partners to develop capacity building plan and MEAL Guidance for data management and MEAL at Project, programe and CARE SOM level.

 

 

Innovation and knowledge management:                                                         (20%)               

 

  • Support the Country Coordinator - PQDL in establishing and maintaining external partnerships to foster knowledge exchange, including with academia.
  • Interact and follow up with theTechnical advisors and Program Leads to solicit case studies, lessons learned, success stories, and best practices for internal and external sharing.
  • Develop in a participatory manner the Knowledge Management platform for CARE SOM and ensure regular updates with clearly structured data, learning tools, products and reflection products, and are  aligned with the learning agendas agreed by each program.
  • Shape and lead knowledge management initiatives, and collaborate with the Country Program knowledge management partners, to ensure that CARE SOM country experiences and learning are documented and available to all relevant stakeholders.
  • Contribute to the development and introduction of innovation to ensure the Country Program is continually incorporating best practice approaches.
  • Support the documentation of regular learning events, capacity statements, past project performance, advocacy and scale-up in the CARE SOM Knowledge Management Platform,

 

 

Business development and new program design                                             (10%)               

  • Provide technical inputs and support for resource mobilization efforts, including donor engagement, to secure funding for the Country Office Program ensuring alignment with programmatic priorities, donor regulations, and organizational policies.
  • Provide technical inputs and support for proposal development, ensuring MEAL and Knowledge Management components are adequately incorporated and budgeted for and integrated effectively to demonstrate program impact and effectiveness.
  • Collaborate with program teams to define MEAL and Knowledge Management objectives, indicators, and data collection methodologies that will help enhance program effectiveness and accountability.
  • Lead the conduct of systematic research and analytics to support the country leadership team's business development processes and decision-making.

Experiences and Qualifications

Education

Required

  • A bachelor's degree in a relevant field such as Monitoring and Evaluation, International Development, Social Sciences, or a related discipline, or equivalent combination of education and work experience.
  • Professional qualification in M&E or related field is an added advantage

Desired

  • Advanced degree in a relevant field. With atleast a proven experience in managing MEAL and Knowledge Management systems.

 

Experience and Technical Skills

Required

  • Minimum of 5 years of professional experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) roles, with demonstrated experience in strategic planning, program monitoring, evaluation, and knowledge management.
  • Proficiency in data analysis, report writing, and communication skills.
  • Experience in coordinating MEAL activities across diverse humanitarian and development programs. Familiarity with MEAL frameworks, tools, and methodologies. Strong project management skills and ability to work effectively in a multicultural team.

 

 

Desired

  • Experience in working with international NGOs or development agencies. Experience in facilitating capacity-building workshops and training sessions related to MEAL and KM.
  • Knowledge of gender-sensitive MEAL approaches and methodologies. Experience in resource mobilization, proposal development, and donor engagement.
  • Familiarity with digital data collection tools and platforms. Knowledge of relevant software such as PowerBI, SPSS, STATA, or NVivo.
  • Experience in leading research and evaluation projects.
