Job Summary
To provide an independent objective assurance and consulting activity designed to add value and improve the organisation’s operation by using a systematic disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. The main role is to conduct internal audits of CARE Country office programs spread across the Country as well as performing other duties in the absence of, or as delegated by the Director Risk and Compliance.
Job Responsibility 1:Perform risk-based audits (RBIA) of various organizational units - 50%
· Evaluate the existing internal controls within each unit. Identify any control weaknesses or gaps that could lead to the identified risks materializing.
· Record all findings, including control weaknesses, non-compliance with policies, and any instances of inefficiency. Clearly document the evidence supporting each finding.
· Perform testing of the controls in place within each unit. This may include reviewing documentation, conducting interviews with key personnel, and performing sample tests to verify the effectiveness of controls.
Job Responsibility 2: Conduct audit follow ups 10%
· Conduct audit follow-ups to assess the action plans taken to resolve prior audit issues/findings.
· Collect evidence to verify that the corrective actions have been implemented whether the actions taken have effectively resolved the issues.
· Consider whether the actions are sustainable and whether they adequately address the root causes of the original findings.
· Determine if any residual risks remain after the implementation of corrective actions.
Job Responsibility 3: Conducting the Investigation 10%
· Gather all relevant evidence, including financial records, emails, contracts, and other documents.
· Interview the individuals involved, including witnesses and the subjects of the investigation.
· Assess the evidence and interview results to determine whether fraud or serious negligence has occurred.
· Ensure that all information is kept confidential, limiting access to those directly involved in the investigation.
Job Responsibility 4: Preparing reports 10%
· Preparing internal audit reports for presentation to management
· Clearly describe the issue or control weakness identified.
· Explain the risk or implication associated with the finding.
· Identify the underlying cause of the issue.
· Provide a clear and actionable recommendation to address the issue. Ensure that the recommendation is practical and aligned with the organization’s objective.
Job Responsibility 5: Risk assessments 10%
· Work with field teams to identify risks specific to their operations.
· Collaborate with department heads at the Country Office to assess risks at the organizational level.
· Schedule regular risk assessment reviews to ensure that risks are continuously monitored, and new risks are identified promptly.
Other responsibilities as assigned 10%
· Conduct Trainings and fraud awareness sessions
· Emphasize internal controls, day-to-day risk management practices, and the organization’s policies on fraud prevention.
· Focus on collaborative risk management, reporting mechanisms, and the importance of adherence to contractual obligations.
· Highlight ethical practices, compliance requirements, and the consequences of fraud

Required Education:
• Bachelor’s degree in accounting, auditing or Business administration or equivalent Internal Audit qualification (CPA, ACCA, CA, CIA, CFE, CISA) and/or other professional certification.
Desired:
· Certified Public Accountant (CPA) and/or Certified Financial Analyst (CFA) preferred
Required Experience/Technical Skills:
At least 4 years recent professional experience in Internal Audit, Accounting, Risk management or Fraud Investigation.
Desired:
· Experience of grant requirements of major donors such as USAID, EC/ECHO, DFID and ADB
· Good communication skills.
· Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
· Strong results orientation, with the ability to challenge existing mind sets
· Ability to present complex information in a succinct and compelling manner
· Fluency in English, both verbal and written
· Experience in computerized financial systems
· Experience in IT audit
