Program Overview/Background
Baidoa is one of the main nodes in central Somalia, and at the center of what is, in normal times, the breadbasket of the country. Currently, it has the highest record of drought-related displacement, with the number of internally displaced persons (IDPs) in Baidoa town now estimated at more than 600,000 people. The cumulative urban population, net of the IDP population, has increased sixfold in the last five years adding pressure on the resources, services, and livelihood opportunities.
With the IDP population in the area constantly rising, a consortium of partners led by IOM with the support of the local government designed and built the Barwaaqo settlement, located 3km away from northern Baidoa, which currently hosts about 3,100 households (equal to more than 15,500 people). The scheme is a signature part of the larger Baidoa City Plan, including the northern extension sub-plan. As a main pillar of the City Extension Plan, the scheme aims to resettle up to 20,000 people who were previously living in displaced persons camps in Baidoa.
While Barwaaqo hosts a very small minority of the 600,000 IDPs in the area, this initiative represents a cornerstone towards the deployment of durable solutions for Baidoa and across the country. IOM and the local authorities are projecting a population growth of Barwaaqo to reach 8,000 households/40,000 people in the next 5 years, according to a master plan that includes the provision of basic services such as road infrastructure, WASH, electricity, and economic opportunities. With access to various sizes of land within the housing scheme and larger plots nearby, these households – as well as approximately 90,000 additional people living in the area – have the potential to engage in productive agriculture, and economic activities fuelled by access to clean and affordable energy and which contribute to their food security and economic well-being, helping Baidoa thrive as an economic hub in Somalia.
PROGRAM OVERVIEW:
Mercy Corps implements the Enter Energy Somalia - Electrifying Barwaaqo/Baidoa (EES) which is a Public-Private Partnership (PPP) project funded by the UK Foreign, Commonwealth and Development Office (FCDO), in collaboration with the Baidoa Electric Company (BECO) and key development partners, to extend electricity to the resettlement area of Barwaaqo and northern Baidoa in Somalia. The project will provide access to electricity for at least 3,000 households and 100 small businesses, leading to improved livelihoods and productivity of an estimated 20,000 people living in the Barwaaqo IDP settlement, and eventually hundreds of thousands of people through productive uses of energy (PUE) and new economic opportunities in northern Baidoa and environ.
PROGRAM GOAL
The EES project overall goal is to develop a scalable, sustainable model for clean energy access that improves living conditions and livelihoods for IDPs and host communities in Barwaaqo/Baidoa – Somalia.
PROGRAM OUTCOMES:
The EES project expected outcomes are:
A hybridized solar PV power system that provides electricity to at least 3,000 households in the Barwaaqo IDPs camp.
A power demand-activation and stimulation initiative that enables 100 SMEs to use energy for productivity.
Purpose:
The EES project is seeking the services of a local professional Documentary making Company to produce a documentary highlighting the EES program activities progress create promotional content, and compile case studies to showcase outcomes.
The images and videos will be used to illustrate program publications, and other online and institutional content. Photographs may also be used by the media and program partners upon request as a resource to portray EES’s work.
Duration of producing the documentary:
This will be a need base contract where the company will do documentary work for 20 days between January 2025 to March 30th, 2025, for the EES project in Baidoa.
OBJECTIVES:
The EES project seeks to document the successful implementation of key activities in Baidoa and highlight their impact.
Specific objectives:
Documentary Production: The project aims to collaborate with a film or documentary-making company to produce a documentary that highlights the progress and impact of the EES program activities.
Promotional Content Creation: The project seeks to create compelling promotional content, including videos and images, to effectively communicate the EES program’s progress and achievements.
Compilation of Interviews: The project will compile interviews from EES stakeholders to showcase the tangible outcomes and successes of the EES program, providing real-world examples of its impact.
Visual Content for Publications: The images and videos generated will be utilized in program publications, enhancing the visual appeal and providing a clear representation of the EES program’s activities.
Digital and Institutional Usage: The visual assets will be featured in online platforms and institutional content to broaden the outreach of the EES program and engage a wider audience.
Media and Partner Use: Photographs and videos may be made available to media outlets and program partners upon request, serving as a resource to accurately portray the work and progress of the EES program.
