Job Description

POSITION: RFL Assistant

Department                          : Restoring Family Links (RFL)

Location                               : Mogadishu

Reporting to                        : Branch RFL officer

Grade                                     :  Band 4

ANNUAL ORT

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and the Red Crescent societies.

The Somali Red Crescent Society is currently looking for a qualified candidate to fill the vacant position of RFL Assistant based in Mogadishu.

Job Purpose

Support the RFL officer for the filling and management of the tracing caseload and compilation of the related statistics in the region. 

Duties and Responsibilities:

General Duties

1.Understand the three components of the Red Cross/Red Crescent Movement.

2.Respect and observe staff regulations of the SRCS.

3.Be aware of the SRCS objectives and activities.

4.Be prepared to perform duties and tasks not explicitly covered in this job description and provide support to other departments when necessary.

Main responsibility

  • Contribute towards the development and scoping of the RFL project, tracking progress using appropriate RFL tools and techniques under the support of the RFL Officer.

Main tasks

  1. Register and process incoming RFL cases, maintaining proper files and a systematic approach to follow up on the received caseload.
  2. Collect and distribute RCMs, BBC forms, TCs, Safe and Well messages, etc., in a timely manner, prioritizing cases related to vulnerable individuals, such as minors, and ensuring all necessary information is included.
  3. Conduct searches for tracing cases without delay, including periodic follow-ups and re-contact with enquirers when necessary.
  4. Conduct regular monthly field trips to the region to collect and deliver RFL services.
  5. Supervise active volunteers delivering services, coordinating their trips, advising on priority cases, and providing necessary coaching/training on RFL services and tools.
  6. If a phone service is provided in the region, coordinate with volunteers on the schedule and priorities of this service, and supervise the overall activity.
  7. Provide timely reporting to the RFL officer on activities undertaken, resources used, and statistics.
  8. Submit all financial documents in a timely manner.
  9. Communicate regularly with the RFL Officer regarding the RFL program in the region and inform of any events, situations, and problems that might impact the delivery of services.
  10. Undertake any other work-related activities requested by the RFL Coordinator and/or the Branch Secretary.

Additional Responsibilities:

  • Assist in the data collection, compilation, and analysis of data relative to the RFL Mogadishu branch under the jurisdiction of the RFL officer.
  • Coordinate and schedule RFL volunteers' team meetings, as well as updates and support meetings with RFL officers.
  • Supervise the RFL volunteers at the field level and assist them in their day-to-day activities.
  • Provide support in the execution of activities for and in monitoring the execution of RFL work of the Mogadishu branch.

Experiences and Qualifications

Essential Qualifications:

Relevant Bachelor's Degree.

Secondary school or Diploma leaving certificate.

Good command of the Somali language, both written and verbal.

Good communication skills in the English language with good handwriting.

Good interpersonal communication within the community

Work Experience:

  • Experience of minimum 2 years work in social service
  • Being SRCS RFL volunteer is considered as an added value
