REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

Somalia’s protracted and dynamic humanitarian crisis continues to include ongoing conflict, climate-related shocks, and outbreaks of communicable diseases. Armed conflict remains a threat to Somalia’s stability and humanitarian landscape, perpetuated primarily by militant and armed groups. Despite the Federal Government of Somalia’s counter-offensive launched in August 2022, armed forces continue to launch attacks targeting civilians, and critical infrastructures. Additionally, dry spells and flooding continue to compound existing vulnerabilities in Somalia. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD).
Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide an evidence-base for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs) and the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNAs) and Real Time Monitoring (RTM).
IMPACT is seeking an experienced candidate, who has previously managed various teams and implemented projects in a complex humanitarian setting. The candidate should be comfortable representing IMPACT with donors and be able to coordinate and liaise with a range of senior external partners. The Research Manager (RM) will be responsible for overseeing the development and strategy of the inter-sectoral unit, which includes the following research cycles: MSNA, HSM, RNAs and RTM. The RM may on additional work streams and management responsibilities, as well as advise in strategic mission decision-making, as a member of the Senior Management Team (SMT), in coordination with other SMT members. The RM will be under the supervision of the IMPACT Deputy Country Representative in Mogadishu. The position is based in Mogadishu.
Under the management of the Deputy Country Representative, the Research Manager will be responsible for the implementation and completion of the various research cycles within the unit. This will include operational and programmatic oversight of MSNA, HSM, RNA and RTM activities, including line-management of 2-5 national and international staff, oversight of project implementation, operational oversight in terms of logistics, administration, HR, logistics, partner coordination, reporting, grants management, and finance, and providing input to the strategic development of REACH in-country.
