in conformity with the basic project, new services or works consisting in the repetition of similar services or
works, may be entrusted up to a maximum of 50 % of the initial contract to the initial contractor by negotiated
procedure without prior publication of a contract notice.

. SUBMITTING TENDERS
The complete tender must be submitted in one original, clearly marked ‘original’ and two copies, clearly marked ‘copy’ in one sealed envelope. In the event of any discrepancy between them, the original will prevail.
17.1. The technical and financial offers must be placed together in a sealed envelope. The envelopes should then be placed in another sealed envelope/package. 17.2. All tenders must be sent to the TPSS before the deadline set in the contract notice. Participants should submit their tender both hard copy and soft copy. However, the only hard copy will be taken to consideration during the evaluation .

The tender submitted any other way will not be considered. The TPSS may, for reasons of administrative efficiency, reject any application or tender submitted on time to the postal service but received, for any reason beyond the contracting authority's control, after the effective date of approval of the evaluation report, if accepting tenders that were submitted on time but arrived late would considerably delay the evaluation procedure or jeopardies decisions already taken and notified.
