FOR THE DEVELOPMENT OF STRATEGIC PLAN FOR SOS COLLEGE OF HEALTH SCIENCE, MOGADISHU-SOMALIA
1.0 CONTEXT AND RATIONALE
1.1 Introduction of SOS College of Health Science
SOS Children’s Villages Somalia chapter was established in 1984 as a grassroots response to deficiencies in the provision of caring, secure, and supportive foster care system for children who have lost parental care or at risk of losing in Somalia. As members of a Global Federation, SOS CV Somalia is committed to applying the Federation's statutes, standards for quality childcare, and stringent financial and administrative practices. SOS CV Somalia is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment and strengthening families and communities as a preventive measure in the fight against child abandonment and social negligence. In Ensuring child safeguarding is mainstreamed across SOS programming and interventions, SOS Children’s Villages Somalia created and maintained a caring and protective environment, which promoted its core values, and prevents and addresses child abuse and exploitation. this included human resources development actions such as training and counselling. In this effort, SOS CV Somalia established and trained certified safeguarding investigation team, Ensures safe recruitment in all program locations and enhanced skills and knowledge on PSHEA and CS for Program.
1.2 Description of programme location and context
In partnership with the Federal Ministry of Health and the Ministry of Education, Culture, and Higher Education, the SOS College of Health Sciences (Kulliyadda Culuumta Caafimaadka SOS) has been a cornerstone of health education in Somalia for over 25 years. Committed to excellence in training, the college has graduated more than 600 health professionals, many of whom are now serving in key healthcare roles across the country — from frontline providers to leadership positions. Over the years, the college has emerged as a center of excellence, renowned for its rigorous academic standards, skilled faculty, and its vital contribution to strengthening Somalia’s health workforce.
The college’s main campus is located in Heliwa District, Mogadishu, and offers a range of health science programs at diploma, bachelor’s, and postgraduate levels. Key areas of study include Nursing, Midwifery, and Public Health, among others, aimed at building a competent and responsive health workforce for Somalia.
1.3 Rationale and overall objective of strategic plan
The development of a strategic plan for SOS College of Health Sciences is essential to guide its growth, academic excellence, institutional sustainability, and responsiveness to Somalia’s evolving health and education needs. As the college continues to expand its role in producing qualified health professionals, a comprehensive strategic plan will provide a clear roadmap to align its mission, vision, and core values with national priorities and global standards. The SP blueprint aims to steer infrastructure/equipment growth, academic growth for faculty and students, funding growth, research trajectory, governance and leadership, partnerships and regulatory frameworks. The consultant is expected to develop a ten (10) year SP that addresses:
A comprehensive situational analysis (SWOT, PESTLE, and stakeholder mapping) to assess the internal and external environment of the college.
Engage key stakeholders—including faculty, students, alumni, regulatory bodies, and development partners—through participatory consultations.
Review and refine the college’s mission, vision, core values, and strategic identity.
Assess the current academic programs and recommend improvements, expansion, or new program areas based on national health needs and labour market demand.
Define key strategic pillars, goals, and outcomes aligned with the college’s mandate and the national health and education agenda.
Develop a practical implementation framework, including timelines, responsible units, required resources, and key performance indicators (KPIs).
Propose robust quality control strategies and academic assurance mechanisms, including internal audits, academic reviews, accreditation compliance, and continuous staff development.
Design a Monitoring, Evaluation, and Learning (MEAL) framework to support accountability, performance tracking, and adaptive management.
Deliver a complete, professionally formatted strategic plan document that is actionable, measurable, and institutionally owned.
Propose partnerships and funding approaches that steer the College to financial self reliance
1.4 Instruction to bidders
Bidders are invited to submit their proposals for developing a 10 year Strategic Plan for SOS College of Health Sciences, located in Heliwa District, Mogadishu, Somalia. This call for proposals is open to all eligible national and international suppliers, including independent consultants and legally registered firms, capable of delivering the required services.
All costs associated with the preparation and submission of the proposal shall be borne by the bidder. These costs are not reimbursable and cannot be included as a direct cost of the assignment.
Proposals, along with all supporting documents, must be submitted in English, and the financial proposal must be quoted in US dollars.
1.5 Process of Submission of Bids
To facilitate submission, proposals must be stamped, signed, and submitted electronically in PDF format to: procurement@sossomalia.org. Electronic submissions are preferred.

Please ensure that the technical and financial proposals are submitted separately—either as a sealed envelope (for hard copy) or as separate PDF files (for electronic submission).
During evaluation, only technical proposals will be reviewed initially. Financial proposals will be opened only for those shortlisted based on the technical assessment.

The proposal has to be received by latest on 20th June 2025. Proposals received after the deadline will be not considered.
Proposals may be withdrawn on written request prior to the closing date of this invitation. Any corrections or changes must be received prior to the closing date. Changes must be clearly stated in comparison with the original proposal. Failure to do so will be at bidder’s own risk and disadvantage.
SOS Children’s Villages will inform the successful bidder electronically and will send the contract form within 3 weeks after closure of the bid submission deadline. The successful bidder shall sign and date the contract and return it to SOS Children’s Villages Somalia within seven calendar days of receipt of the contract. After the contract is signed by two parties, the successful bidder shall deliver the services in accordance with the delivery schedule outlined in the bid.
1.10 Rights of SOS Children’s VillagesAfter the opening, each proposal will be assessed first on its technical quality and compliance and subsequently on its price. The proposal with the best overall value, composed of technical merit and price, will be considered for approval. The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Bidders may additionally be requested to provide additional information (virtual presentation or phone interview) to SOS Children’s Villages on the proposed services.
