Term of Reference for Technical Proposal for Vehicle Rental Services Across All Operational Regions in Somaliland. (Annex to the document)

Introduction

CARE International hereby invites qualified, reputable, and experienced service providers to submit sealed proposals for the provision of vehicle rental services across all operational hub regions in Somaliland. The services will support field operations, staff transportation, logistics movement, and program implementation activities.

This proposal outlines a comprehensive plan for the establishment and provision of professional vehicle rental services across all operational regions within Somaliland. The objective is to ensure the delivery of reliable, safe, and cost-effective transportation solutions that effectively support program implementation and operational requirements.

Purpose

This document is hereby submitted to the Procurement Unit for the initiation through framework agreement (FWA) an open tender process/advertisement for vehicle rental services across all Somaliland hub operational regions.

The objective of this procurement exercise is to establish a framework agreement with qualified, experienced, and compliant transport service providers to support program implementation activities. The intended agreements will ensure efficient and reliable support for field operations, staff movement, logistical coordination, and emergency response requirements across all operational areas.

• The geographic coverage of the services is required across all regions of Somaliland. Maroodi-jeex, Tog-dheer, Saahil, Sanaag, Sool and Awdal regions.

• Bidders must submit competitive prices in accordance with the specified requirements,

• Provision of hired vehicles on a monthly rental basis, inclusive of fuel costs.

• Provision of hired vehicles on a daily rental basis, inclusive of fuel costs.

• Provision of hired vehicles on a monthly rental basis, inclusive of fuel costs.

• Provision of hired vehicles on a daily rental basis, inclusive of fuel costs.

• All bidders shall provide the information specified below in accordance with the stated requirements.

• The submitted quotation prices must be expressed in Dollars (USD).

• The submitted quotation price must be itemized on a region-by-region basis

• All costs must be inclusive of the driver’s allowance and all vehicle operational expenses.

• All provisioned vehicles must comply with the following criteria.

• Provisioned vehicles shall use Diesel fuel

• The condition of all provisioned vehicles must be in good working order

• The provisioned vehicle must be equipped with air conditioning, seat belts,

• The provisioned vehicles must be equipped with first aid kit, fire extinguisher, & spare tire.

• Ambulance Services (on a need basis – daily).

• The provisioned ambulance must be equipped with a stretcher

• The provisioned ambulance must be equipped with a Oxygen cylinder

• The provisioned ambulance must be equipped with a basic emergency setup

• The provisioned ambulance must be equipped with a Fire Extinguisher

• All bidders applying must submit the following documentation.

  • Submit a current and valid registration certificate from Ministry of Commerce/Industry 

  • Submit a current and Valid taxpayer letter from Ministry of finance.

  • Submit at least three (3) similar work experience of framework agreements/long term contract Contracts from UN, INGOs, not less than 12 months.

  • Submit a current official bank statement covering the last twelve (12) months, from 1 May 2025 

  • Submit a current Submit to your company's most recent profile

  • Submit copy of driver's license.

• Vehicle service and Operational Requirements

• The availability of vehicles must be ensured on a 24/7 basis across the assigned regions

• Replacement vehicle within 24 hours in case of breakdown

• Regular maintenance responsibility lies with the owner

• Drivers must be professional and experienced in field operations

• The availability of vehicles across the assigned regions must be ensured

• Compliance Requirements for Vehicle Services

• The provisioned hired vehicles must comply with all applicable safety standards

• The provisioned hired vehicles must comply with all applicable regulations, including a strict prohibition on the possession or transportation of any type of weapon.

• Provisioned drivers are strictly prohibited from chewing or smoking while operating a vehicle.
