The Federal Government of Somalia has received financing from the African Development Bank toward
the cost of the Household Access to Renewable Energy and Advanced Cooking Technologies Project
(HAREACT), and intends to apply part of the agreed amount for this grant to payments under the contract
for the Consultancy Services for the Design of a Results-Based Financing (RBF) Framework under the
HARECT Project.
The Project’s Development Objective is to improve energy services in Somalia’s urban and rural
communities, thereby contributing to economic growth and improved health outcomes, while reducing
any adverse environmental impacts. This will involve the scaling-up of modern energy services to both
urban and rural communities through the implementation of renewable energy, the expansion and
reinforcement of the distribution network, and the dissemination of advanced cooking technologies.
The HERACT Project has three components namely (i) Component 1 - Infrastructure Construction, (with
two sub-components i.e., Subcomponent 1.1: Power Generation Expansion and Subcomponent 1.2:
Expansion of Distribution Network and Customer Connections); (ii) Component 2 – Dissemination of
Advanced Cooking Technologies and (iii) Component 3 – TA & Capacity Building, Design &
Supervision Consultant, and Project Audit.
The Clean Cooking Component will employ results-based financing (RBF) to improve the affordability of
cookstoves for the most vulnerable populations. The overall objectives of this RBF program, are to reduce
the cost of cookstoves, ensuring adoption by more households and attracting more private sector players
to stimulate the market. These subsidies are expected to be fully passed onto customers. The project will
subsidize up to 50% of the cost of cookstoves to population groups who fit pre-determined selection
criteria

The services included under this project are consultancy services to design and develop a Results-Based
Financing (RBF) operational framework for the clean cooking component under the HARECT Project.
The Consulting Firm will undertake the design and development of an operational framework for ResultsBased Financing (RBF) for the clean cooking component, including implementation guidance for a pilot
intervention. The assignment will cover preparation of a detailed workplan, rapid market assessment, and
stakeholder consultations to identify priority customer segments, as well as the development of tailored
payment options and subsidy structures. It will further include the design of RBF modalities, systems, and
procedures for supplier selection, subsidy administration, and performance monitoring, alongside defining
eligibility criteria for cookstoves and suppliers and providing recommendations for awareness and user
engagement to support pilot uptake.
The services will be provided to the Ministry of Energy and Water Resources (MoEWR), Federal
Government of Somalia, through the HERACT Project Implementation Unit (PIU). The Consulting Firm
will undertake all the specific tasks detailed out in the Terms of Reference (TOR) and expected to be
carried out in Six (06) months from commencement.

The Ministry of Energy and Water Resources now invites eligible Consulting Firms to indicate their
interest in providing these services. Interested Consulting Firms must provide information indicating that
they are qualified to perform the services (brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, etc.). Consulting Firms may constitute
joint-ventures to enhance their chances of qualification. The short-listing criteria are as follows:
General Experience of the Firm:
Demonstrated experience in renewable energy, energy efficiency, clean
cooking technologies, energy access, or closely related fields.
Specific Experience in RBF and Market-Based Mechanisms:
Proven track record in the design and/or implementation of Results-Based
Financing (RBF), subsidy programs, or similar market-based mechanisms in
the energy or development sectors
Experience with Donor-Funded Projects and Public Sector Engagement:
Demonstrated relevant experience in successfully delivering consultancy
services for assignments of a similar nature and complexity, preferably under
donor-funded projects financed by the African Development Bank (AfDB),
other international Development Finance Institutions (DFIs), multilateral
organizations, and/or government ministries, departments, and agencies.
A Consultant will be selected in accordance with the Consultant Qualifications Selection (CQS)
method set out in the Bank’s Procurement Policy for Bank Group Funded Operations and the applicable
Procurement Methodology and Procedures approved for the Project.
