Assignment Title:                      Consultancy Services for the Preparation of Detailed Design and Environmental and Social (E&S) Assessments for a New MoPWRH Headquarters Building in Mogadishu

1.            The Federal Government of Somalia has received financing from the World Bank (International Development Association) towards the cost of the Somalia Infrastructure Development for Access and Jobs, Phase 1 (P513127) – the first phase of a Multiphase Programmatic Approach (MPA) – and intends to apply part of the proceeds for consulting services.

2.            The consulting services (“the Services”) comprise the preparation of a complete, construction-ready detailed design package (architectural, structural, civil, and mechanical/electrical/plumbing) and a World Bank Environmental and Social Framework (ESF)-compliant set of environmental and social instruments (including an Environmental and Social Impact Assessment (ESIA), an Environmental and Social Management Plan (ESMP), and any resettlement, labor, stakeholder engagement, and health-and-safety instruments triggered by the proposed works) for a new MoPWRH headquarters building, on an identified plot of approximately 120 m x 50 m (approximately 6,000 m²) in the Shangani District, Mogadishu. The assignment also includes preparation of a detailed cost estimate, Bill of Quantities (BoQ), and complete tender/bidding documents suitable for competitive procurement of construction works under a future MPA phase. The Consultant will undertake all the specific tasks detailed in the Terms of Reference. The duration of the assignment is six (6) months, and the estimated professional staff-months is 36.

3.            The Detailed Terms of Reference for this assignment, with the scope of the assignment, can be found on the Ministry of Public Works, Reconstruction and Housing’s website: www.mpwr.gov.so, or it can be provided upon submission of the application by e-mail to the e-mail address provided below.

4.            The Ministry of Public Works, Reconstruction and Housing of the Federal Government of Somalia (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are as follows:

• Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in any of the following areas: (i) Architectural and Building Engineering Design Services; (ii) Civil/Structural Engineering Consulting Services; (iii) Environmental and Social Consulting Services; or (iv) Urban and Infrastructure Planning Services, for a period of at least ten (10) years.
• Relevant experience: The firm shall demonstrate experience in: (i) detailed design (architectural, structural, and mechanical/electrical/plumbing) of multi-story public or institutional buildings; and (ii) preparation of environmental and social safeguards instruments under the World Bank Environmental and Social Framework (ESF) or an equivalent multilateral development bank (MDB) safeguards system (such as the former OP/BP 4.01 or IFC Performance Standards); as well as experience in any two of the following: (i) geotechnical investigation and structural design in seismic and/or coastal environments; (ii) cost estimation, Bill of Quantities preparation, and tender/bidding documentation for public works procured under World Bank or comparable MDB procurement procedures; (iii) stakeholder engagement and consultation for infrastructure or building projects; and (iv) work in fragile and conflict-affected settings (FCV), particularly in Somalia or comparable Horn of Africa/East Africa contexts. Additionally, the firm should demonstrate successful execution and completion of at least two (2) assignments of a similar nature and in a similar operating environment in the last ten (10) years. Details of similar assignments – name and address of the client, scope, value, and period – should be included in the Expression of Interest (EOI).
• Technical and managerial capability of the firm: The firm(s) shall demonstrate as having the requisite technical capability, which shall entail a description of relevant personnel, equipment, software, etc., and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage.

The maximum page limit for the EOI, including any annexes, is 20 pages. This limit applies for single entities as well as firms in associations.
