The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Therefore, the Ministry of Finance and Economic Development (MoFED) intends to hire an International M&E Specialist. The M&E Specialist will fill this gap through portfolio-level advisory support, monitoring, and knowledge transfer.
The Monitoring and Evaluation (M&E) Specialist will support the MoFED in ensuring the World Bank- financed in the portfolio are delivering on their desired outcomes. The Specialist will be responsible for providing advice to the implementing entities, PIUs, and MoFED on M&E of projects under preparation and/or implementation. This includes monitoring the physical and financial progress of projects, managing the portfolio-wide M&E framework to ensure projects are on track to meet their development objectives and reach intended beneficiaries, and working in close consultation with implementing entities, PIUs, MoFED directorates, and the World Bank Task Teams.
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included:

The Individual Consultant will be hired based on the World Bank’s Guidelines for Selection and Employment of Consultants (July 1, 2016, and updated November 2017, August 2018, November 2020, September 2023) and March 2025.
