Job Description

  1. Background

The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Therefore, the Ministry of Finance and Economic Development (MoFED) intends to hire an International M&E Specialist. The M&E Specialist will fill this gap through portfolio-level advisory support, monitoring, and knowledge transfer.

  1. Objective(s) of the Assignment

The Monitoring and Evaluation (M&E) Specialist will support the MoFED in ensuring the World Bank- financed in the portfolio are delivering on their desired outcomes. The Specialist will be responsible for providing advice to the implementing entities, PIUs, and MoFED on M&E of projects under preparation and/or implementation. This includes monitoring the physical and financial progress of projects, managing the portfolio-wide M&E framework to ensure projects are on track to meet their development objectives and reach intended beneficiaries, and working in close consultation with implementing entities, PIUs, MoFED directorates, and the World Bank Task Teams.

  1. Scope of Work and Key Responsibilities
  • Develop an umbrella M&E framework for the World Bank-financed portfolio of projects, demonstrating alignment with Somaliland's national development priorities; identify gaps and provide recommendations to ensure alignment.
  • Provide inputs and advice to the implementing entities in the development of the theory of change and results framework for projects under preparation.
  • Validate the baseline measurements of the PDO matrix included in the Project Appraisal Document as agreed between the Government and the World Bank.
  • Provide technical inputs on M&E parameters to improve planning, programming, and implementation of projects.
  • Develop a results framework and monitoring matrix to track inputs, outputs, and outcomes for each project, including intermediate PDO and key performance indicators.
  • Liaise closely with the CEPCU team, Implementing Units, and the World Bank's M&E counterpart.
  • Prepare and contribute to quarterly and annual portfolio M&E and performance reports.
  • Ensure that Annual Work Plans reflect the goals of the Results Monitoring Matrix as agreed between Government and the World Bank.
  • Conduct analysis of monitoring data, document findings from M&E activities, and submit a report on the analysis to the Head of CEPCU and the implementing entities and their PIUs
  • Work closely with the World Bank, implementing entities and their PIUs, consultants, and stakeholders to ensure that data collected for performance evaluation is credible and of high quality.
  • Consolidate lessons learned from portfolio implementation and project completion to inform future operations.
  • Conduct structured knowledge transfer on all the above activities to civil servants assigned to the CEPCU for M&E and ensure counterparts are ready to assume the role upon assignment completion.

  2. Education:
  • Relevant university degree or higher in Business or Public Administration, Accounting and Financial Management, International Development, International Relations, Public Affairs Management, or a related field.
  • Professional training in monitoring and evaluation with a reputable institution is preferred.
  1. Professional Experience
  • A minimum of seven (7) years of experience in monitoring and evaluation, of which at least three (3) years should be in a fragile state environment in the planning, monitoring, and evaluation of donor-funded development projects related to public resource management.
  • Demonstrated experience in developing and implementing comprehensive M&E systems for World Bank-financed projects.
  • Strong orientation and knowledge in establishing baseline measurements for results monitoring.
  1. Competencies
  • Proven ability to prepare clear and concise project reports with attention to detail.
  • Strong analytical skills, good report writing and presentation skills, and ability to communicate effectively.
  • Excellent English language skills, both written and oral.
  • Excellent organizational skills, including the ability to manage priorities, work under pressure, and meet tight deadlines with minimal supervision.
  • Ability to facilitate learning and knowledge management between project staff and stakeholders.
  • Strong IT skills (Word, Excel, PowerPoint).
  • Demonstrated capacity to provide on-the-job training on M&E and achieve successful knowledge transfer

  1. Reporting and other Deliverables: The M&E Specialist will report to the Head of CEPCU and work under the overall guidance of the Director General, MoFED

    Duration of Assignment: The assignment is expected to take 12 months.

    The Ministry of Finance and Economic Development with the Center of Excellence for Portfolio Coordination Unit (CEPCU) invites potential candidates for M&E Specialist as per the Terms of Reference. Interested Individual Consultants shall provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
