Somaliland Development Fund (SDF) was established in 2012 to provide a single vehicle through which development partners could support Somaliland's development goals. The SDF supports the Government of Somaliland (GoSL) fill critical infrastructure gaps through funding projects that are aligned to the National Development Plan (NDP). SDF Phase 3 (SDF3) covers the period 2025-2028, with the possibility of a two-year extension. Under this new phase, the SDF aims to strengthen the climate resilience of vulnerable communities in Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty. 2. The SDF now requests for proposals for Conflict Sensitivity, Political Economy and Gender Equality and Social Inclusion Assessment for: • Lot 1: Climate Smart Agriculture in Sanaag Project • Lot 2: Burao Water Supply Expansion Project (each Lot hereinafter called “Services”). Full details on the Services are provided in the Terms of Reference (Section 7).
Interested firms are strongly encouraged to attend the Pre-Proposal Meeting scheduled on Sunday, 17 May 2026, at 10:00 hours at the SDF Secretariat Offices at the address below.
4. It is not permissible to transfer this Consultancy to any other firm after submission of proposals.
5. The Consulting Firm shall be selected under Quality and Cost-Based Selection (QCBS) procedure upon submission of a Full Technical Proposal (FTP) described in this Request for Proposals (RFP) and in accordance with the SDF Procurement Manual October 2025 found on SDF’s website via the link: SDF3 - Procurement Manual.pdf.
6. Please inform us of receipt of the RFP by email indicating: (a) that you have received this Request for Proposals; and (b) whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section 2, Instructions to Consultants (ITC), Data Sheet 14.1.1). 8. Your attention is drawn to the SDF3 Procurement Guidelines on the disclosure of information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
