RE-ADVERTISEMENT FOR PREQUALIFCATION OF CONTARCTORS FOR CONSTRUCTION/WATER INFRASTRUCTURE WORKS IN PUNTLAND STATE OF SOMALIA UNDER NIS FOUNDATION PROGRAMS
Reference No: PNTB09/2026 DATE: 6th May 2026
NIS is looking for qualified contractor to undertake Construction/water infrastructure
works in Puntland State of Somalia. All interested contractors are requested to submit
their applications together with below listed support documentations and other requirements for consideration:

  1. Licences/Registrations: The company should submit the following registrations/ Licenses.
    ✓ Valid registration or operating license permits from Ministry of Public Works, Housing and Transport of Puntland State
    ✓ Valid registration or operating license permits from Ministry of Commerce Puntland State.
    Valid registration or operating license permits from Puntland Tender Board.
    Tax compliance certificate: Submit evidence of valid State level tax compliance certificate.
    ✓ Statement of ownership: The company shall submit a signed public notary document stating the ownership of the company (a list of Full Names, positions contact details and shares)
    Note1: All the registrations will be shared with the relevant authorities for clearance.
    Those who fail to submit a valid /genuine registration will not be considered in the
    next stage of analysis.
  2. Similar or relevant experience: The company should fill in the below table for previous
    3 main similar completed contracts on construction/water infrastructure works with
    monetary value worth each of USD 100,000 to $200,000 and above that the company
    has implemented with INGOs and UN agencies. The company should present relevant
    contracts implemented for the last (7) years. Contracts with value below $100,000 will
    not be considered in the evaluation matrix.
    KINDLY ATTACH ONLY 3 RESPECTIVE CONTRACTS.
    ONLY THE 3 CONTRACTS LISTED IN THE BELOW TABLE WILL BE EVALUATED
    BIDDERS WHO DO NOT FILL IN ANNEX A – SIMILAR EXPERIENCE TABLE WILL
    NOT BE EVALUATED.
    Note2: Fake contracts will lead automatic disqualification as NIS will do reference
    checking with the implanting agencies.

  3. Human and material resources: Possess necessary resources, and ability to mobilize such a resource at short notice to undertake project works (Please attach CVs of all relevant personnel i.e., Engineers).
  4. Company Finances: presents a dully signed statement/declaration confirming that the company is financially in good position and able to pre-finance project works as this is necessary.
