TERMS OF REFERENCE (TOR)

Our goal is to provide vulnerable communities in Puntland with access to basic needs including Water, Sanitation and Hygiene (WASH), Education, Basic Health services and Livelihood Support.

Islamic Relief Somalia has been implementing Islamic Relief- Puntland Office is implementing the Strengthening Community Resilience and Economic Empowerment Programme (SHEEP) project which aims to enhance fishery activities by supporting the community's fishing facilities in Bari, regions in Puntland.

Islamic Relief Somalia hereby invites to the potential bidders with the following bid; supply of cold store and installation solar system:

Please note tender document with detail specification will be available and collect at logistics unit of Islamic Relief Garowe office, with address; Along Galkaiyo-Garowe Highway | Opposite state house junction | Behind Masjid Omar Binu Abdul-Aziz | Mubarak Section, Garowe, Puntland, SOMALIA from 01st October – 14th October, 2024 (04:00 PM).

Interested eligible contractors with sound capacity, relevant experience in similar work and duly registered under Puntland government are here by invited to collect tender document from Islamic Relief Garowe Office at the above address.

Requirements for Tender Documents

4. d)Inco terms: DAP (Delivery at Place).
5. e)Company Profile with detailed physically verifiable contact address.
6. f)Most recent Bank statements (printed in last 6months), with full details of account movement.
7. g)The interested company should possess strong finance capacity and reliable liquidity.
8. h)Valid Commercial License from the Ministry of Commerce - Puntland
9. i)Tender Board Registration - Puntland
10. j)Tax Clearance from the Ministry of Finance - Puntland
11. k)Evidence of Past Experience in a similar/relevant work (Supply of cold chain equipment’s, Plus Freezers, Refrigerators, etc) E.g. (LPOs/Contracts, etc.).
12. l)Payments: All the faces of the (contracted) payments shall be made after 3 months from the time of completion of the task being contracted.
13. m)Completeness of documentations: Partial bids will not be accepted.
14. n)Language: English
15. o)Bids: Bids should be submitted on the IRS RFQ signed and fully stamped.
16. p)Evaluations of Quotations: Only responsive bidders to the technical specifications of the bid will be evaluated.
17. q)Award of a Purchase Order/Contract: PO/Contract will be awarded to lowest acceptable priced technically qualified bidder. The successful bidder will sign a Contract (Purchase Order) as per the Islamic Relief Somalia General Conditions of Contract for Procurement of Goods or Services.
