Job Description

Introduction

Network against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental and humanitarian network. NAFIS was established in late 2006 in Hargeisa by several local NGOs working towards the eradication of FGM/C. Currently, NAFIS has a membership of 20 organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the main purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, capacity building for key stakeholders, and media awareness.

Background of the Position

 Nafis Network  partnership Plan international  in  Somaliland, will implement project proposed interventions to strengthen the ecosystem to address GBV. Central to achieving this goal is the project’s

ctivist/women-led approach, which includes three parallel tracks to achieve project outcomes: (1) a WLO co-created grant-making mechanism, (2) ongoing WLO institutional and technical capacity development, and (3) direct implementation of select activities by Nafis Network and Plan with the goal to hand over to WVLOs. The project will strengthen a sustainable ecosystem for GBV prevention and response through financial and organizational support to core WLOs, forming the ‘WRO Collective’, and grant-making to other WLOs and likeminded local partners working in the area of prevention (e.g. organizations of people with disabilities (OPDs), internally displaced organizations (IDPLOs) and youth/girl-led organizations (Y/GLOs).

Duties & Responsibilities

The Project Officer will work under the direct supervision of the Programme Manager and report directly to the Program manager. Key responsibilities include:

  • Project Implementation & Coordination
    • Ensure the successful implementation of GBV prevention and response activities in alignment with project objectives and donor requirements.
    • Foster effective collaboration between NAFIS Network, Plan International, and local organizations, ensuring smooth project execution.
    • Coordinate with relevant stakeholders, including government agencies, CSOs, and humanitarian actors, to strengthen GBV prevention and response mechanisms.

  • Support the development and implementation of community-based approaches to enhance awareness and mitigate GBV risks.
  • Technical Support & Capacity Building
    • Provide technical support and training to Women’s Leadership Organizations (WLOs), Women’s Rights Organizations (WROs), and local partners to strengthen their GBV prevention and response capabilities.
    • Organize and facilitate workshops, capacity-building sessions, and awareness-raising campaigns on GBV-related issues.
    • Support partners in integrating survivor-centered approaches in their programming and service delivery.
  • Monitoring, Evaluation, & Learning (MEAL)
    • Track progress and measure the impact of project interventions on GBV prevention, adjusting strategies as needed based on evidence and learning.
    • Conduct regular field visits to assess project implementation, identify challenges, and provide solutions for improvement.
    • Collect and document success stories, lessons learned, and best practices to inform future programming and advocacy efforts.
    • Ensure compliance with monitoring and evaluation frameworks and contribute to internal and external evaluations.
  • Reporting & Documentation
    • Prepare and submit high-quality reports on project activities, challenges, and outcomes to NAFIS Network, Plan International, and donors.

  • Maintain accurate and up-to-date project records, including beneficiary data, training reports, and financial expenditures.
  • Develop case studies, impact stories, and advocacy materials showcasing project achievements and community impact.
  • Community Engagement & Advocacy
    • Promote active participation of local communities, including vulnerable groups like IDPs, youth, and disabled persons, in GBV prevention activities.
    • Advocate for policy changes and improved service provision for GBV survivors by engaging with local authorities, traditional leaders, and relevant stakeholders.
    • Support awareness campaigns, radio discussions, and community dialogues to challenge harmful social norms and gender inequalities.
  • Grant & Financial Management Support
    • Assist in managing the co-created grant-making mechanism for WLOs and other partners, ensuring transparent and effective use of funds.
    • Monitor financial expenditures and work closely with the finance team to ensure compliance with donor regulations and financial reporting standards.
  • Sustainability & Transition Planning
    • Support the transition of activities to Women’s Volunteer-led Organizations (WVLOs) and ensure the long-term sustainability of project impacts.
    • Develop exit strategies and capacity-strengthening plans to ensure that community-based structures can continue GBV prevention efforts beyond the project lifespan.

  • Contribute to fundraising efforts and proposal development to sustain and expand project initiatives.

Experiences and Qualifications

Education and Experience
Education
  • Bachelor’s degree in Social Sciences, Gender Studies, Development Studies, International Relations, or a related field.
  • Master’s degree in a relevant field is an advantage.
Experience
  • Minimum of 5 years of experience in project implementation, particularly in GBV prevention, response, or women’s empowerment.
  • Experience working with local women’s organizations (WLOs), women’s rights organizations (WROs), or community-based organizations.
  • Proven ability to manage partnerships and collaborate with local and international stakeholders.
  • Experience in capacity building, grant-making mechanisms, and monitoring & evaluation of projects.
  • Familiarity with gender equality, human rights, and community-based development approaches, particularly in Somaliland or similar contexts.
  • Strong communication and organizational skills, with fluency in both English and Somali.
  • Excellent networking and communication skills, with the ability to manage and lead a team.
  • Good knowledge of budget administration and logistics management.
  • Strong skills in training facilitation and conducting capacity-building sessions.
  • Ability to engage with authorities at the provincial level and facilitate discussions.
  • Proactive, flexible, and self-motivated, with strong initiative and problem-solving skills.
  • Ability to work independently and as a team leader in a diverse, fast-paced environment.
