Candlelight for Environment, Education and Health (Candlelight) was founded in 1995 as a non-profit making organization based in Hargeisa with sub-offices in Nairobi, Burao, Erigavo and Buuhoodle, dedicated to development issues related to environmental restoration and protection, provision quality primary and secondary education and technical skills training, awareness raising on GBV/FGM and social health including building the advocacy for Child Rights and Child Protection as well as responding to emergencies during droughts and outbreaks.
Candlelight, in Partnership with Kinder Not Hilfe (KNH), is currently implementing Accelerating FGM/C Abandonment through Rights Education and Livelihood Support project in Burao, Unuunley, Adowyurure, Ceeg under Togdheer Region and Sheikh, Hudiso and Cagaarey under Sahil Region. The project aims at creating a safe environment where women, children and other vulnerable groups are free from all forms of SGBV including FGM/C, while promoting access to their rights and sustainable livelihoods. To fulfill the underlying principles and standards of SGBV/FGM prevention and response through a rights-based approach, the project is committed to empower individuals and target communities with specific focus on SGBV survivors including women and youth to exercise their rights.
Therefore, Candlelight is looking for a qualified, passionate, and professional Project Manager based in Burao who frequently travels to project Sites
Under the supervision of Togdheer and Sahil Regional Representative (RR), the Project Manager will be responsible for providing managerial leadership to the project, manage and support the day-to-day activities and resources of the project, with special emphasis on coordination and networking, management, and community mobilization. The post reports to the Regional Representative who provides overall guidance and supervision in collaboration with the Program Manager
The Project Manager will manage the “Accelerating FGM/C Abandonment through Rights Education and Livelihood Support” project and be responsible for ensuring the delivery of project outputs within the timeframe and budget of the programme. Specific responsibilities will include:
o Responsible for the strategic planning and overall management of the project according to the principles of results based management (RBM).
o Ensure the implementation of the activities in line with the project results/outcomes
o Take the leading role in the design, plan and implementation of the project activities
o Prepare monthly, quarterly and annual expenditure forecast and activity plans related to the project activities
o Seek approval from the Regional Representative/Program Manager for any amendment to the project implementation plan
o Provide close guidance and supervision to the project team
o Prepare and submit timely narrative and financial reports to Regional Representative/Program Manager on monthly, quarterly and annual basis
o Identify Admin, procurement and logistic needs related to the project and communicate these to the relevant Logistic/Admin support persons.
o Continually build the capacity of the project staff based on the identified gaps
o Work closely with MEAL manager to conduct quarterly MEAL surveys in the project target locations/communities and document lessons learned and success stories
o Develop well-established coordination and collaboration with all project stakeholders including government agencies, beneficiaries, institutions and other international/local partners working in the same thematic area
o Sound knowledge and exposure to a wide range of good governance, SGBV and FGM/C, Child Rights, Human rights and development-related issues.
o Ability to lead strategic planning, results-based management and reporting.
o Ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems
o Minimum Bachelor’s Degree or equivalent in Management and Social Science.
o Minimum 4 years work experience in project management and protection interventions.
o Experience in working with rural communities would be an asset.
o Ability to work under short deadlines and efficiently handle multiple tasks.
o Ability to write concept notes and project proposals, project baseline analysis and standard project reports.
o Demonstrate capacity to work in teams with colleagues.
o Analytical and good report writing skills
o Excellent facilitation and communication skills
o Ability to travel to the regions.
o Very familiar with computer features, excellent both English/Somali.
