Job Description:

Project Coordinator-Food Security & Livelihood

The Role:

The Position holder will be responsible for the day to day delivery, implementation, coordination and reporting on the results of the Anticipatory Action & Climate Resilience along Transhumance Corridors in Somalia (AART) Project, using an adaptive management, learning and reflection approach to achieve outcomes and impact for meaningful and lasting change for children. The project coordinator will work closely with other functions including Program Development, MEAL, Operations, Security, and Supply Chain to meet all project-related objectives. The project coordinator will be accountable for effective and efficient management of the AART Project in ways that ensure resources are fully utilized, and are focused on reaching strategic objectives, meeting donor expectations, and adhering to all internal and external standards

 

The position holder will also provide the representation of the projects to donor(s), Local Authorities and regional government in Southwest, and other key stakeholders. S/he will be responsible for maintaining communication with the project sub –grantees and oversee coordination of their technical activities within the project framework, as well as monitoring the burn rate of the partner's budget and track the budget and guide implementing partner NGOs to maintain the financial records properly.

 

Key Responsibilities:

 

Effective and accountable project implementation

  • Lead the implementation of the AART project at the field level, ensuring timely delivery, within budget, and scope.  
  • Plan, direct and co-ordinate the project activities in line with proposals, strategies and donor requirements.
  • Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
  • Prepare, review, and update project detailed implementation plans, procurement plans, cashflows, risk registers, and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Lead the project team in submission of timely procurement plans, and raising PRs on appropriate time, with enough lead time for the supply chain.
  • Ensure effective liaison with concerned local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Prepare, accurate, and detailed project reports, in coordination with the sub-grantee (Partner), and submit timely to the respective project program development focal person
  • Provide to the project team with standard documents/tools to ensure standardized approach to the operations.
  • Design strategies, create partnerships and interventions to ensure project activities and implementation strategies are following donor requirements. Ensure strong communication and coordination with all team members as a means to effectively achieve program.

 

Budget Management; 

  • Ensure the project achieves a minimum of green key financial performance indicators (Monthly BvA, and LoA BvA Targets)
  • Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
  • In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Manage project start-ups; project close out and ensured project deliverables achieved within time, cost and scope.
  • Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations (be on top of what is happening in the project, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
  • Review the monthly project financial reports, and provide explanation to the area manager, taking corrective actions accordingly, and highlighting risks, and underperformance areas
  • Work with regional finance team to ensure timely submission of accurate financial reports for the project;

 

Monitoring, Reporting, Documentation & Knowledge Management;

  •  Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
  • Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Track project deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on progress of the project to all stakeholders
  • Work closely with the TSU, PDU, and donor in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
  • Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning;

 

 

Staffs Management & Supervision

  • Supervise the project implementation staff, and lead by example in adhering to world vision policies, rules, and regulation,
  • Ensure competent and motivated staff are hired in time and retained.
  • Ensure staff are trained in Sector specific Key Project Models
  • Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring opportunities for staff feedback.
  • Ensure proper technical capacity of staff through training and performance management to project staff
  • Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
  • Manage staff performance through regular appraisals, performance reviews and clear with objectives.

 

Donor Relations & Engagements

  • In coordination with Technical Specialist represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
  • Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
  • Maintain open communication with sub-grantees, other INGO’s, UN agencies and other relevant external partners regarding project initiatives for enhanced coordination

Experiences and Qualifications

  • Bachelor’s degree in relevant fields; Environment, agriculture, livestock, rural development, veterinary, etc.
  • At least five years of experience in implementation of anticipatory actions (AA), DRR, Resilience, Livelihoods, and agricultural projects; Experience in climate adaption, and mitigation projects with AA is a plus. 
  • Good business-oriented verbal, visual, and written communication skills.
  • Proficiency in MS Office with the use of IT facilities for information-sharing, database management, and report writing.
  • Demonstrated ability to build collaborative relationships and network with a wide range of stakeholders to facilitate mutually satisfactory outcomes.
  • Specific trainings on donor requirements, e.g., DEC, g2g training, GoG Training, Europe Aid training, and security training.
  • Experience and familiarity with a variety of donor requirements, such as DANIDA, DFAT, EU, SHF, WFP, FAO, UNHCR, UNICEF, DFID, GF, and USAID grants management.
  • Fluency in English.
  • Strong analytical, managerial, leadership, communication, and interpersonal skills.
  • Positive collaboration and facilitation skills, along with leadership of large and diverse teams.

 

Working Environment:

The position is field-based in Baidoa with frequent travel to field operation areas required.
