Project Assistant – Scope Supervisor

 

The Role:

SCOPE Supervisor for the Nutrition Department is responsible for supervising the implementation of WFP’s digital beneficiary registration, top up, redemption in the system (SCOPE) in health facilities across Lughaye and Zaila. This includes overseeing data registration, verification, and management in collaboration with the Nutrition team. The role ensures data quality, compilation, cleaning, verification, scope redemption follow up from the nutrition supervisors and monthly compilation using the Scope dashboard. S/He will be Working closely with the WFP Scope team in updating the dashboards at the field level and effective coordination between SCOPE Registrars and Nutrition Supervisors to support efficient delivery of nutrition interventions to vulnerable populations

Key Responsibilities:

1. Supervision of SCOPE Activities in TSFP Health Facilities

  • Supervise SCOPE Registrars assigned to TSFP health facilities in Lughaye and Zaila, ensuring timely and accurate data collection.
  • Provide hands-on guidance and technical troubleshooting to registration staff in the use of SCOPE registration kits and devices.
  • Ensure proper setup, security, and maintenance of registration kits and biometric devices during field activities.
  • Take the responsibility of devises inventory and monitoring

2. Data Verification and Quality Control

  • Conduct data verification using the SCOPE dashboard to ensure completeness, accuracy, and consistency of beneficiary records.
  • Lead the compilation and cleaning of nutrition-related beneficiary data, ensuring readiness for redemptions and reporting.
  • Perform field-level spot checks and verification alongside SCOPE registrars to validate beneficiary records on-site.

3. Redemption Monitoring and Dashboard Updates

  • Coordinate with Nutrition Supervisors to monitor redemption trends and ensure timely service delivery to eligible TSFP beneficiaries.
  • Compile and submit monthly redemption summaries, highlighting bottlenecks, inconsistencies, or system issues.
  • Work closely with the WFP SCOPE field team to update dashboards and correct discrepancies in real-time.

4. Community Engagement and Targeting Support

  • Support inclusive and transparent beneficiary registration by coordinating with community leaders and local health authorities.
  • Assist in implementing beneficiary targeting, validation, and verification exercises as guided by WFP and WVI protocols.
  • Help manage registration queues, support vulnerable individuals, and uphold fairness and accountability during field operations.

5. Data Management and Reporting

  • Ensure timely synchronization of registration and verification data to central servers.
  • Maintain confidentiality, integrity, and security of beneficiary data in alignment with WFP and World Vision data protection policies.
  • Prepare and submit daily, weekly, and monthly reports on registration and scope activities, including challenges and resolutions.

6. Support to Nutrition-Linked Food and Cash Distribution

  • Support the implementation of food and cash distributions tied to TSFP programming across assigned sites.
  • Verify that distributions align with approved SCOPE lists and those redemptions are accurately recorded.
  • Identify and report fraud risks, exclusion errors, or protection concerns observed during distributions.
  • Support community feedback mechanisms to ensure concerns and complaints are addressed promptly.

7. Asset Management

  • Take responsibility for the safeguarding of WFP SCOPE assets, ensuring devices are securely stored and properly maintained.

Experiences and Qualifications

  • Bachelor’s degree in Information Technology, health informatics, computer Sciences, Statistics, or a related field.
  • Minimum of 2 years’ experience in digital registration, humanitarian data management, or field-level beneficiary operations.
  • Practical experience with WFP’s SCOPE platform is highly desirable.
  • Familiarity with TSFP nutrition programming and health-based food assistance activities.
  • Proficiency in using Android tablets, biometric devices (fingerprint scanners), and mobile applications.
  • Strong coordination, supervision, and interpersonal skills.
  • Fluency in Somali and working knowledge of English is required.
 

 

Working Environment:

  • The position is based in Garbodadar, with regular field visits to health facilities in Lughaye and Zaila.
  • Fieldwork may involve extended travel to remote areas and working under challenging environmental conditions.
  • Flexibility to work during peak registration and distribution periods, including weekends, is expected.
