The Government of Somaliland through the Ministry of Finance and Economic Development has receivedfinancing from the World Bank toward the cost of the Somaliland Enhancing Public Resource Management Project, and intends to apply part of the proceeds toward payments under the Purchase of 427 of ICT Equipment for Disaster Recovery, ICT Support Software, for SLFMIS, OAG, NTB, HOR, &, & another MoF&ED Depts
The Ministry of Finance and Economic Development now invites sealed Bids from eligible Bidders for Procurement of: of ICT Equipment for Disaster Recovery, ICT Support Software, for SLFMIS, OAG, NTB, HOR, &, & another MoF&ED Depts– 427No
3.Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 1st 2016, November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest.
Interested eligible Bidders may obtain the bidding document from the website of MoF&ED- www.slmof.org and for further information from Procurement Specialist and Project Coordinator at SERP Office, Email: procurementserp@gmail.com& Copy: serpmofd@gmail.comduring office hours (08:00-15:00) Hargeisa Local Time from Saturday to Thursday exclusive of public holidays. The document shall be delivered in hard copy.
5.Bids must be delivered to the address below on or before 10:00 am. Hargeisa time on 20th August 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the Meeting Room, SERP Office in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 13:00 Hrs. Hargeisa time on 20th August, 2025 at the address below.
6.All Bids must be accompanied by a Bid-Securing Declaration.
7.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
