Job Description

TITLE:  Pharmaceutical Supply Chain Officer

TEAM/PROGRAMME: Supply Chain

LOCATION: Beledweyne.

GRADE4

CONTRACT LENGTH: 1 year with possibility of extension

 

CHILD SAFEGUARDING: (select only one)

 

Level 3:  the post holder will have contact with children and/or young people frequently because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE:

 

The post holder will provide support and technical advice to Damal Cafimaad project in order to develop, strengthen and review health supply chains. The postholder will assume a range of responsibilities related to the management, regulation, and quality control of pharmaceutical products. He/she will oversee the procurement, storage, and distribution of pharmaceutical products and supplies to ensure adequate stock levels are maintained at all times. The postholder will actively capacity build and empower project pharmacists and logisticians in the safe and effective management of medicines and healthcare products.

 

SCOPE OF ROLE:

 

Reports to: DAMAL CAAFIMAAD PROJECT MANAGER

with “dotted line” to Area medical Logistics Coordinator.

 

KEY AREAS OF ACCOUNTABILITY:

  • Liaises with supply chain department regarding drugs and medical supplies orders, buffer stocks and distribution of pharmaceutical supplies to the health facilities in a timely manner.
  • In case of emergency response provide technical support to health projects, including the management and coordination of health supplies during an emergency.
  • Conduct field health supply chains assessments for the management of pharmaceutical supplies in order to identify needs, weaknesses, and constraints, and provide advice/recommendations and action plans.
  • Work closely with DC project manager and other health workers to forecast pharmaceutical needs based on demographics, disease prevalence, and anticipated health risks.
  • Oversees the acquisition (prepares drug orders) and disbursement of drugs and medical supplies to SCI supported first health facilities, under direction of DC project manager, ensuring maintenance of cold chain as necessary and monitoring drug consumption.
  • Provides guidance and training to pharmacists at various health/clinics sites during course of work, monitoring performance; working closely with the other members of the health and nutrition Team
  • Assist the ordering process for pharmaceutical products and supplies, including assist in the review of quotations, liaising with country supply chain, and tracking deliveries to ensure timely receipt of supplies.
  • Receive all incoming DC medical supplies; inspect and verify for conformity to order specifications and relevant documentations including packing lists, Pos and invoices and update the TIM accordingly.
  • Schedules distribution to meet requested delivery dates and ensures deliveries are made on time.
  • Ensures that transport of medical supplies complies with pharmaceutical laws/good distribution practices and standards.
  • Implement stock rotation policies to minimize the risk of expiry and maximize product shelf life. This involves organizing stock in a first-in-first-out (FIFO) or first-expiry-first-out (FEFO) manner which ever is applicable.
  • Implement quality assurance measures to ensure that pharmaceutical products are stored and handled in accordance with SCI procedures and manuals and WHO standards to prevent contamination, deterioration, or tampering.
  • Regularly monitors the cold chain equipment, performs preventive maintenance on equipment and ensures cold chain is maintained during transportation of goods.
  • Ensure appropriate packing and loading of materials for dispatch and supervise material loading and unloading.
  • Assign storage locations for all goods received and ensure that they are handled as per Save the Children procedures of safety, security, accountability and transparency.
  • Record all goods dispatched by Save the Children in standard templates.
  • Ensure that all store transaction paper works are kept files as per SC filing system.
  • Issue/distribute materials, products, parts and supplies to field staff, based on Save the Children standard requisition procedures and follow all good distribution Practices.
  • Conduct monthly and quarterly stock physical counts.
  • Follow up with staff to ensure that goods do not stay for long periods in the stores, and recommend disposal of excess, expired, defective or obsolete stock.
  • Ensure the stores are kept in a good reparative order, are kept locked and are clean and tidy.
  • Ensure that the TIM system is up to date as always and physical supplies are matched TIM.
  • Daily monitoring of the warehouse premises and implement all good storage practices.
  • Support initiatives in improving access to quality medicines. Write and contribute to reports, risk registers, work plans and business cases, as required.
  • Represent Save the Children at external conferences and meetings, as required.
  • To carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.

Experiences and Qualifications

QUALIFICATIONS 

  • Bachelor’s degree in pharmacy.
  • Certification in Medical Logistics is an added advantage
  • Diploma in Logistics and Supply Chain Management, Purchasing and Supplies Management, Stores Management or equivalent qualification in a related field of study.

                     

EXPERIENCE AND SKILLS

Essential

  • Minimum 2 years of experience in medical supplies storage and distribution.
  • Experience in Medical procurement including forecasting, quantification needs and preparing demands.
  • Experience in managing a medical warehouse
  • Experience of working with agencies and coordination groups in a humanitarian setting.
  • Experience and good knowledge about WHO Good Distribution Practices
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Experience in supply chain management in an emergency environment focusing on warehouse and distribution management.  
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Willingness to undertake field travel as required and work in difficult environments according to travel environments
  • Fluency in written and spoken English
  • Commitment to and understanding of Save the Children’s aims, values and principles.
