Job Title : NURSING TEAM SUPERVISOR ((OUTREACH SUPERVISOR)
Work Location : BAIDOA_SOMALIA
Start date : AS SOON AS POSSIBLE
Length of contract : Fixed term (1year) 100% with 3 to 6 months’ probation period.
Main Purpose
Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
Accountabilities
· Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
· Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
· Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
· Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
· Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
· Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
· Give feedback/ reports to medical focal point.
MSF Section/Context Specific Accountabilities
· Plan, organize, and supervise all outreach activities in line with the organizational protocols and objectives.
· Follow up of the performances of the outreach supervisors in the community providing technical guidance.
· Ensure close follow up and monitor the quality of care provided in OPD consultations, nutrition, SRH, EPI and health promotion services.
· Monitor the quality of the care provided by the team through regular supervision, capacity building and on-the-job training.
· Identify the training needs of the outreach staff (outreach supervisors, nurses, midwifes, nutrition assistants, vaccinators, registrars) and closely work with other activity managers for technical support.
· Provide supervision and support the integration of BEmONC services to ensure smooth running of activities.
· Closely work with the HP supervisor on HP strategies for the outreach health activities and BEmONC services.
· Close monitor of the medical and non-medical data; crosscheck the data with outreach data encoder and ensure data is sent on time to HMIS database.
· Monitor the outreach indicators and report regularly to the PMR; preparing weekly, monthly, annually reports as per schedule.
· Follow up the referral pathway between the community to second or third level and ensure referral criteria are respected from the outreach health facilities and that the patients under MSF criteria are received to the health facilities and they received the free services.
· Be able to accurately assess the referral forms from each outreach health site and referrals from the supported health facilities and use the methods to analyse any alarm or event from the population (health district and appropriate community);
· Coordinate and organize the trainings/supervision of outreach staff and other staff of integrated health facilities such as BEmONC MCH under your supervision with special focus in following all appropriate protocols and procedures and ensuring the good team work and collaboration;
· Carry-out and supervise all the documentations according to the outreach HP activities (fill in patients files, referral forms, drugs consumption…), and ensure all information are accurate;
· In addition to regular tasks, be ready to intervene in any emergency scenario that might occur and be able to play a role in all nursing related care in assessment/planning and implementation and respond to any other tasks related to the nurse profile that might be asked by his line manager.
Education
· Specialist (nurse or anesthetist) diploma essential.
Experience
· Essential 2 years of previous experience. Having worked in MSF or other NGO’s and in developing countries is desirable.
Language
· Mission and local language essential.
