1. Background
The Wadajir Nabadeed programme is a government-led stabilization, reconciliation, and governance initiative implemented in Newly Recovered Areas (NRAs) across Somalia. The programme supports strengthening local governance, reconciliation, social cohesion, service delivery coordination, and state-community relations through an integrated and community-driven approach.
The programme works closely with Federal Government institutions, Federal Member States, local authorities, communities, and development partners to strengthen institutional systems, accountability, implementation oversight, and evidence-based programme delivery. As part of these efforts, the Ministry of Interior, Federal Affairs & Reconciliation (MoIFAR) seeks to strengthen its monitoring, evaluation and reporting functions linked to stabilization and reconciliation objectives.
2. Purpose of the Position
The Monitoring & Evaluation Advisor will support the design, operationalization, and strengthening of programme monitoring and evaluation systems activities under the Wadajir Nabadeed programme. The role will strengthen institutional capacity within MoIFAR, improve results-based implementation oversight, enhance programme accountability, and support evidence-based decision-making, coordination, and reporting across programme interventions.
3. Scope of Work
The Advisor will work closely with MoIFAR departments, Federal Member States, implementing partners, and community structures to strengthen results-based management systems, support programme performance monitoring and improve institutional reporting and coordination mechanisms.
4. Key Responsibilities
a. Design, adapt, and operationalize monitoring and evaluation frameworks aligned with programme objectives and government priorities.
b. Develop indicators, performance monitoring tools, reporting templates, and tracking systems to improve programme visibility and accountability.
c. Conduct field monitoring, verification missions, and data quality assessments to strengthen implementation oversight and evidence generation.
d. Produce analytical reports, lessons learned, performance summaries, and monitoring briefs to support strategic decision-making.
e. Strengthen institutional monitoring systems and support integration of monitoring findings into programme planning and implementation.
f. Support stakeholder coordination and facilitate alignment between programme activities, ministry priorities, and field-level implementation.
g. Support documentation, knowledge management, and evidence-based policy dialogue processes.
5. Expected Deliverables
a. Operational M&E framework and performance monitoring tools.
b. Regular monitoring reports, analytical briefs, and implementation updates.
c. Data quality assurance and verification reports.
d. Field mission reports and implementation tracking summaries
1. Qualifications and Experience
a. Bachelor’s degree in International Relations, Political Science, Public Administration, Development Studies, Monitoring & Evaluation, or other relevant fields.
b. Minimum of five (5) years of relevant professional experience in monitoring and evaluation, programme oversight, governance, stabilization, reconciliation, or institutional strengthening.
c. Demonstrated experience supporting government-led programmes, donor-funded initiatives, or multi-stakeholder coordination mechanisms.
d. Strong understanding of results-based management (RBM), performance monitoring systems, reporting frameworks, and data analysis.
e. Strong analytical, reporting, coordination, and stakeholder engagement skills.
f. Excellent written and verbal communication skills in English and Somali.
2. Reporting and Institutional Arrangement
The Monitoring & Evaluation Advisor will report directly to the Director General (DG) of the Ministry of Interior, Federal Affairs & Reconciliation (MoIFAR) and will work closely with relevant ministry departments, Federal Member States, implementing partners, and programme stakeholders to ensure alignment with government priorities and effective programme implementation.
3. Strategic Positioning of the Role
This role is positioned as a strategic institutional capacity-strengthening function aimed at enhancing government leadership in monitoring and evaluation. The position will contribute to strengthening accountability, evidence-based programming, institutional coordination, and sustainable stabilization and reconciliation efforts across Somalia
