About the project

Welthungerhilfe (WHH) has secured funding from the European Union for Lot 3: Reforestation, afforestation & land restoration in areas adjacent to Burao, Somaliland. The overarching goal of the proposed project is to contribute to systemic climate-change resilience, food, fodder and water security in vulnerable communities in Burao, Somaliland. This objective hinges on two key outcomes: Targeted vulnerable Somali communities apply dryland specific reforestation, afforestation and sustainable rangeland/ agricultural land management practices in addition to applying climate smart agro-pastoral and pastoral production and water supply practices.

Activity description

Prosopis juliflora, though invasive, offers potential economic opportunities when its pods are utilized for livestock feed. In Togdheer, animal feed shortages are a persistent challenge specially this year where  the seasonal rain was very short. This activity aims to transform Prosopis pods into affordable, sustainable livestock feed while enhancing community livelihoods and promoting environmental management.

1. General remarks and special condition

Interested companies must:

• Be legally registered with a valid business license and tax clearance certificate from Somaliland.

• Have a qualified technical team: 3 labor per day at the milling site.  

• Possess milling machines At least two millers to be operated at a time cable of processing 0.5 to  1 Mt of milled prosopis per day. 

• Provide a valid bank statement for the last 6 months

• Have a verifiable physical production in Somaliland preferably in burao.

1. Scope of work

Key activities include:

• Milling collected pods and mixing with local hay 

• Packaging and labeling the sacks (sacks should be labeled with the phone number and the name of the collector for easy identification)

• Monitoring and documentation of the whole process (monitoring feed quality, documentation of processed quantities, recording the names of the collectors and quantities submitted each week)

1. Expected Outputs

• 48 Mt of milled pods mixed with 8 Mt of local hay (1000 sacks) of balanced animal feed produced (contained milled pods mixed with local available hay)

• Supported marketing of the final product at local market

• Return earnings to pod collectors

1. WHH Policies

   All applicants must comply with WHH’s Code of Conduct, Anti-Terrorism Policy, and procurement standards. By submitting, companies agree to screening against international sanctions lists.

2. Language of bid:

   All documents must be submitted in English via the WHH E-tender portal. Hand or email submissions are not accepted.

3. Participation

Any company with the required technical capacity, as outlined in the ToR to provide the needed service may participate in this tender. At the request of WHH, the bidder must provide evidence of its expertise, reliability, and performance. Participation in this award procedure is free of charge. However, no mutual legal claims can be derived from participation until the Contract concludes. 

1. Contradiction or errors in the bid documents:

If the bidder notices contradictions or errors in the bid document or specifications that are unclear, the bidder must clarify the issue by making queries before the set deadline for submission of inquiries/questions. The principle hereby agrees to clarify all queries to all interested bidders upon request.

1. Alteration or withdrawal of bids:

 Bidders may alter or withdraw their tenders by written notification prior to the deadline for submission of the bid document. No bid may be altered after this deadline. Withdrawals must be unconditional and will end all participation in the tender procedure. Any such notification of alteration or withdrawal must be prepared and submitted in writing before the deadline. The outer envelope must be marked ‘Alteration’ or ‘Withdrawal’ as appropriate. No bid may be withdrawn in the interval between the deadline for submission and bid opening of bids and the expiry of the tender validity period. Any correction of information must be clear and is to be confirmed by signature, specifying the date.

• Company profile
• Valid registration license/permit
• Valid tax clearance certificate
• List of key staff and CVs and their qualifications
• List of relevant equipment and proof of ownership/lease agreements
• Bank statement (last 6 months)
• WHH Supplier Declaration Form (signed & stamped)
• Filled reference for quotation (RFQ)
• List of references (at least three) for past clients with valid emails and numbers. 
• Contracts/Pos/letters of recommendation for similar works at least three

1. Evaluation and Awarding Criteria

Financial Evaluation: Price (unit rates per vehicle type/region): 40%

Technical Evaluation: 60%
