Tender Description

  1. Introduction

    Welthungerhilfe (WHH) is one of the largest private aid organizations in Germany. Since 2001, WHH has been implementing humanitarian and development programs in Somaliland, focusing on food security, nutrition, WASH, and livelihoods.

    To strengthen emergency preparedness and ensure rapid response, WHH invites qualified logistics and vehicle rental companies to submit bids for the establishment of a two-year Framework Agreement (2025–2027) for the provision of vehicle rental services in Sanaag, Togdheer, Sool, Marodijeh, and Awdal regions.

    WHH may award Framework Agreements to more than one company per region to ensure availability of services.

  1. Scope of Services Required

The vehicles will be required for official use and may include but are not limited to:

  • Category A: 4x4 vehicles suitable for rough terrain (passenger transport).
  • Category B: Heavy-duty lorries for goods transport (minimum 10,000 kg / 10 tons capacity).

Bidders may apply for one or more categories and regions, provided they can demonstrate the technical and operational capacity to deliver.

  1. Service providers may be required to offer:
  • Regular maintenance and servicing of vehicles (clean, roadworthy, inspected prior to deployment).
  • Vehicles equipped with safety items (first aid kit, spare tire, fire extinguisher, etc.).
  • Provision of replacement vehicles in case of breakdown.
  • Qualified drivers with valid licenses and knowledge of the operational areas.
  1. Mandatory documents

Interested suppliers must provide the following documents:

  1. Company profile detailing the ownership, hierarchy, geographical presence, past performance

  2. Valid registration document: specifically, logistics license – Somaliland 

  3. Valid Tax clearance certificate

  4. Evidence of experience in vehicle supply, rental, or fleet management. Present minimum three previous contracts, recommendations or Purchase orders 

  5. Proof of vehicle ownership or access to vehicles with lease agreement 

  6. References from at least three (3) previous clients. Preferably INGOs/ UN.

  7. List of drivers with their years of experience 

  8. Valid Driver Licenses 

  9. Supplier declaration form- Signed and Stamped.

  10. Filled Request for quotations (RFQ)

  11. Bank statement – Last 6 months for financial capacity assessment

  12. Evaluation and Awarding Creteria

Step 1.  Submission off all requested documents under section 5 Pass/Fail

Step 2 – Technical and Financial Evaluation

  • Price (unit rates per vehicle type/region): 75%
  • Delivery time/availability of vehicles: 10%
  • Relevant experience with NGOs/UN (number of contracts): 15%

Experience scoring:

  • 1 contract = 5 points
  • 2 contracts = 10 points
  • 3 or more contracts = 15 points

Note: Submitting more than 3 contracts will not increase points beyond 15.

 Step 3 – Framework Agreement Award

  • WHH reserves the right to award Framework Agreements to multiple companies per category/region.
  • Framework Agreements will remain valid for the period 2025–2027.
  1. Tender Conditions

 

The tenders, all correspondence and documents related to the tender exchanged by the tenderer and the contracting Authorities must be written in the language of the procedure, which is English.  

Quotations must specify all details according to the tender text. Incomplete offers will be automatically excluded. All complete responses will be opened by Welthungerhilfe tender committee.  

Suppliers who do not receive written feedback within twenty-five (25) working days after the expiry of the deadline have not been successful.

Framework Agreement will cover the period 2025–2027 under fixed unit rates

  1. Submission of EOI
    Interested companies must submit their bids through the WHH E-Tender portal no later than 13.10.2025 at 23:59 hrs EAT, clearly indicating the category and region(s) applied for.
