1. Introduction

Qatar Red Crescent Society (QRCS) is a humanitarian organization operating in more than seventeen (17) countries worldwide. Since its establishment, QRCS has been committed to improving livelihoods, increasing agricultural productivity, raising living standards in disaster-affected and vulnerable rural communities, and contributing to economic recovery and resilience.

Ensuring sustainable access to safe and sufficient drinking water is one of the core pillars of QRCS’s humanitarian work, as it directly supports public health, dignity, and community well-being.

QRCS works closely with a wide range of partners, including non-governmental organizations and United Nations agencies. Accordingly, QRCS intends to launch this tender to select a qualified contractor for the drilling of nine (9) modified boreholes with depths ranging from 40 to 60 meters in Southwest State, Somalia.

2. Scope of Work

The successful bidder shall be responsible for the complete implementation of the project across nine (9) sites, including but not limited to:

  • Conducting geophysical and hydrogeological investigations
  • Drilling boreholes (40–60 meters depth)
  • Installation of solar-powered pumping systems (3HP, 5–8 m³/hour)
  • Construction of elevated GRP/FRP water tanks (10 m³ capacity)
  • Establishment of communal water points (for human and livestock use)
  • Construction of security room and fencing works
  • Water quality testing in accredited laboratories (WHO standards compliance)
  • Testing, commissioning, and final handover

QRCS reserves full authority over supervision, inspection, approval, and final acceptance of all works.

3. Eligibility Requirements

Interested bidders must meet the following minimum requirements:

  • Valid company registration and business license covering borehole drilling and hydrological works
  • Recent tax/zakat clearance certificate
  • Bank statements for the last six (6) months
  • Demonstrated experience in similar WASH or drilling projects with NGOs or UN agencies
  • Availability of qualified technical personnel and drilling equipment
  • Operational capacity within Southwest and Central Somalia

4. Bid Submission Requirements

Bidders must submit:

  • Technical Proposal (methodology, work plan, equipment list, team CVs, timeline)
  • Financial Proposal (all-inclusive prices in USD, exclusive of government taxes)
  • 5% Bid Bond (bank guarantee or certified cheque, valid for 90 days)

Bids must be submitted in two separate sealed envelopes (Technical & Financial), clearly marked with the tender reference number and bidder’s name.
Each page must be signed and stamped.

5. Evaluation Criteria

Bids will be evaluated based on: 

  • Technical capacity and methodology
  • Relevant experience and track record
  • Implementation timeline
  • Cost efficiency and financial competitiveness

QRCS is not obligated to accept the lowest or any bid and reserves the right to cancel or re-tender without prior notice.
