INVITATION TO TENDER FOR THE SUPPLY OF AGRICULTURAL TRACTORs (EIGHT)), TRACTORs EQUIPMENT AND THEIR SPARE-PARTS IN KISMAYO DISTRICT JUBALAND STATE OF SOMALIA.

  1. Background

 The Centre for Research and Integrated Development (CeRID), a reputable Somali NGO founded in 2005, is leading procurement and day-to-day implementation for the project “Improving Capacities in Nutrition-Sensitive and Climate-Smart Agriculture in Kismayo, Somalia”. CeRID is locally registered and mandated to manage procurement processes in Somalia, ensuring transparency, compliance, and local ownership. 

This assignment is part of the wider GIZ-funded project “Promoting Climate Resilience in Food Security in Jubaland, Somalia”, implemented in partnership with NIRAS Germany GmbH. NIRAS, with over 40 years of global experience in agriculture, climate resilience, and institutional capacity building, provides technical leadership. 

The project runs from 15.03.2025 to 30.09.2026 and targets 700 farmers, including women, youth, IDPs, and persons with disabilities. It delivers five work packages: farmer training, provision of tractors and equipment, solar-powered irrigation, post-harvest solutions, and institutional capacity building for the Jubaland Ministry of Agriculture and Irrigation (JMoAI).

2.0 Project Objectives and Scope of Work

2.1 Project Objectives

The primary objective is to supply fully functional tractors with equipment for local farmers at Gobweyn and Luglow zone so the farmers to increase their production capacity. These tractors and equipment will be a key component of CeRID’s (CFSP) project and its broader strategic focus on adaptation to climate change, improving local production and knowledge development. 

CeRID invites interested bidders with sound capacity and relevant experience in similar work to submit their quotations.

2.2 Scope of work 

 The scope of work for the supplier is generally divided into three key areas: supply, delivery, and after-sales support. The selected successful supplier will be responsible for ensuring timely delivery of the supplies with all the below aspects.

  1. Supply of Agricultural Machinery

  2. Tractors: The supplier must provide new, specified tractor models with required horsepower as indicated in the BOQ provided as suitable for local farming conditions. The tractors should be equipped with standard features and meet the technical specifications outlined in the tender documents.

  3. Equipment/Implements: The supplier will provide a range of tractor-drawn implements, which often include:

  4. Tillage Equipment: Disc ploughs, disc harrows, and rotawators for land preparation.

  5. Planting and Seeding Equipment: Seed drills or planters.

  6. Trailers: Tipping and non-tipping trailers for transporting produce, inputs, and other materials.

  7. Spare Parts: A specified inventory of genuine spare parts and consumables for all supplied tractors and equipment must be provided. The tender typically requires a minimum stock of fast-moving parts to ensure timely maintenance and repairs.

  8. Other Implements: the bidder should also include ridger, and ripper.

  9. Logistics and Delivery

Packaging and Transportation: The supplier is responsible for securely packaging and transporting all items from the point of origin to the designated delivery location in Kismayo District. This includes managing all logistics and customs procedures.

  1. Timely Delivery: All goods must be delivered within the agreed-upon timeframe as per the contract schedule.

  2. After-Sales Support

  3. Training: The supplier must provide comprehensive training to a designated group of operators and mechanics on how to properly operate, maintain, and perform basic repairs on the supplied tractors and equipment.

  4. Warranty and Technical Support: A warranty period must be provided for all equipment. During this time, the supplier is responsible for addressing any technical issues and providing parts as needed for at least for the first one month.

  5. Service Manuals: The supplier must provide complete sets of operation, maintenance, and parts manuals for all supplied machinery as per specified in the BOQ template.

Interested suppliers to submit quotation for the supply of Agricultural Tractor, Tractor equipment and their Spare-parts in Kismayo District, Jubaland State of Somalia. It shall remain the responsibility of the bidder to ensure that their bid documents reach CeRID before the deadline. Bids that are received by CeRID after the deadline indicated above, for whatever reason, shall not be considered for evaluation.
