1. Introduction

The Somali Association for Rehabilitation and Development (SARD) is a local non-governmental organization (LNGO) founded in 1992 and based in Baidoa, Bay Region, Somalia. SARD's primary mission is to address the humanitarian challenges caused by prolonged conflict and natural disasters in Somalia. This mission is pursued through interventions in the nutrition, WASH, food security, and protection sectors.

SARD is currently implementing the project titled Provision of Life-Saving Water, Sanitation, and Hygiene Response Packages to Populations Affected by Climatic Shocks and at Risk of Displacement in Baidoa Rural Areas, located in the Baidoa district of Bay Region. To effectively execute the project activities, SARD is seeking reputable and qualified companies to submit sealed bids for the provision of Hygiene Kits.

1. Scope of Work

(Refer to Annex 1 for detailed specifications and quantities.)

1. Eligibility Criteria

To be eligible for consideration, bidders must meet the following criteria:

• Experience: A minimum of 4 years of experience in supplying hygiene kits to NGOs or similar organizations.
• Financial Capacity: Proof of financial stability and the ability to execute the contract.
• Compliance: Adherence to SARD's ethical procurement standards and anti-corruption policy.

1. Evaluation Criteria

The evaluation of bids will be based on the following criteria:

• Technical Proposal: Demonstration of understanding of the required supplies and their application in the field.
• Price: Competitive pricing relative to the quality and quantity of the required items.
• Delivery Timeline: Ability to deliver the required items within the stipulated period.
• Compliance with Specifications: Adherence to the specifications provided in Annex 1.
