Mercy-USA Somaliland Program has been implementing Health, Nutrition and wash projects funded by Unicef Somalia, aimed Improving Access to quality Essential Package of Health Nutrition and Wash Services delivery through static facilities in Burco and Odweyne, Togdheer region Somaliland

Mercy-USA Somaliland program hereby invites qualified bids for the Construction of Patient Waiting Areas at 5 health facilities in Burco District, Togdheer region Somaliland

N/B- Please note that Patient Waiting Area Bill of Quantities (Annex 3) and Patient Waiting Areas design (Annex 4) are attached as Annex’s to the advert

Requirements for Tender Documents

1. Validity of the Quotation once submitted: 21days from the day of submission

2. Quotation/Bid Deadline date: 18th August 2025 at 3pm

3. Construction Date Deadline: 30th September 2025

4. Construction Location: 5 facilities in Burco District (Caqil Yare Health Center, Druqsi Health Center, Haradagubatoxiil Health Center, Aden Saleban Health Center and War-Cimraan Health Center)

5. Company Profile with detailed physically verifiable contact address including email address, phone number and copy of identification document of passport or ID of the company management representatives

6. Most recent Bank statements (printed in last 6months), with full details of account movement.

7. Transaction bank: Dahabshill bank Account

8. Valid Commercial License from relevant Central government and local administration of Somaliland

9. Tax Clearance from the Ministry of Finance – Somaliland

10. Evidence of Past Experience in a similar/relevant work –- LPOs/Contracts, etc.

11. Currency: US Dollars.

12. 90% of the contract value will be paid upon successful completion and handover of the construction of patient waiting areas at three (3) health facilities**, in accordance with the required standards. Payment will be made** within two (2) months of completion, and the remaining

13. 10% of the contract value will be withheld as a performance guarantee against workmanship. This amount will be retained for a period of three (3) months and will be released only after resolution of any outstanding issues related to the quality of construction works.

14. Completeness of documentations: Partial bids will not be accepted.

15. Language: English.

16. Bids: Bids should be submitted from the application provided.

17. Evaluations of Quotations: Only responsive bidders to the technical specifications of the bid will be evaluated.

18. Award of a Purchase Order/Contract: PO/Contract will be awarded to lowest acceptable priced technically qualified bidder. The successful bidder will sign a Contract as per Mercy-USA East Africa program General Conditions of Contract for Procurement of Goods or Services.
