It has been implementing development projects in Somaliland since 2001. Multi-sectoral projects have been carried out in the Awdal, Marodijeh, Togdheer & Sanaag Regions for the past 22 years.

 

About the project

The project aims to contribute to increased systemic resilience to climate change and food crises in Somalia. Through dryland specific reforestation and afforestation and the strengthening of rangeland/agricultural land management practices, along with investments in income-generation activities and improving food, water and fodder security, the project aims to improve prevention of and preparedness for food crises in communities in vulnerable situations in Burao.

The project will apply an area-based approach that can be replicated to other areas of Somaliland. The project will implement flagship interventions in the sector of NRM, livelihoods, and sustainable water access to strengthen resilience and livelihoods in the fight against climate change and erosion of livelihoods in Somaliland.

Purpose/Objective

 

The objectives of this baseline consultancy are to create an extensive baseline dataset that reflects the current status of the project’s relevant parameters, outcomes, and indicators. This baseline survey will cover all project sectors, including humanitarian assistance, agriculture and environment, water, sanitation and hygiene, and economic development, in the targeted areas.

The specific objectives of the baseline study are the following:

  • Evaluate the existing rangeland and agricultural management practices within the targeted communities.
  • Assess the level of awareness and adoption of climate-smart agriculture and water management.
  • Collect demographic information and the socioeconomic status of the communities to understand their resilience capacity.
  • Engage the community in a participatory manner to understand their perspectives, priorities, and needs concerning climate resilience, food security, and water availability.
  • Assess the level of community involvement and participation in current and previous initiatives related to climate resilience and food security.
  • Establish benchmarks against which project progress and impact can be evaluated over time.
  • Evaluate the existing approach to Prosopis management and utilization, focusing on regulatory compliance and implemented measures.
  • Explore technological capabilities for high-quality Prosopis charcoal and fodder production, among other uses, by examining eco-friendly attributes.
  • Assess the functionality of current markets for Prosopis charcoal, fodder,etc., aiming to understand utilization patterns and demands.
  • Assess the overall financial and legal viability of Prosopis charcoal and fodder production in Burao, encompassing establishment costs, operational expenses, market demand, potential revenue streams, resource availability, and a thorough profitability analysis.
  • Formulate recommendations regarding the feasibility – both practical and legal – of planned Prosopis charcoal production activities.
  • Determine the baseline values for all outcome-level performance indicators and incorporate these findings into the project logframe, including the logframe as an annex.

  1. Expertise of Evaluators

This survey would require a consultant able to work in the study area without limitations.

Expected Profile of the Lead Consultant

-          Educational background: a master's degree or higher in environmental studies, development studies, agriculture, or related fields; an understanding of climate change, environmental sciences, and sustainable land management practices is desired.

-          Professional experience: extensive experience in conducting participatory rural appraisals (PRA) and engaging with communities. Experience in Somaliland or similar regions is an added advantage.

-          Technical knowledge: expertise in climate change, ecology, and environmental sciences is crucial, especially in dryland environments. Knowledge of sustainable land management practices, gender dynamics, and the development of action plans within community-based projects is essential.

-          Analytical skills: Proficiency in data analysis, both quantitative and qualitative, is imperative. The consultant should have strong analytical skills and the ability to analyze complex data and information, identify trends, and draw conclusions.

-          Communication skills: The consultant should have excellent oral and written communication skills in English, with experience in producing high-quality reports and delivering presentations to diverse audiences.
