INSTRUCTIONS TO BIDDERS
A. GENERAL
1.Scope of Bid
1.1 HA-Somalia invites bids for the construction of a 56 m² mosque (Masjid) in Af-Goye WayoArag village. The material/goods are specified in greater details in the Sub Section of the
Bid Documents.
1.2 The successful Bidderis expected to complete the supply by the Intended Completion date
which is given in the section II, effective from the signing of Contract.
2.Eligible Bidders
2.1 This Invitation for Bids is open to companies with experience in construction of a 56 m²
mosque (Masjid) in Af-Goye Wayo-Arag village.
2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive
practices issued by HA-Somalia.
2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals
and/or entities associated with criminal activities.

3.Corrupt, Fraudulent, Collusive and Coercive Practices
3.1 HA-Somalia requires that all; HA-Somalia staff, bidders, suppliers or distributors, observe
the highest standard of ethics during procurement and execution of all contracts. HASomalia shall reject any Bids put forward by Bidders or where applicable terminate their
contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or
coercive practices.
4. The selection criteria for construction of a 56 m² mosque (Masjid) in Af-Goye Wayo-Arag
village.
4.1 Technical Capacity and Workmanship Standards:
 Bidders must demonstrate proven experience in structural construction, including
foundations, reinforced concrete works (RCC), masonry, roofing, plastering, tiling,
and finishing.
 Contractors must have the technical capability to execute:
 Excavation and foundation works (strip foundations, column footings).
 RCC works (plinth beams, ring beams, lintels, columns).
 Block work using 20 cm concrete hollow blocks with hoop iron
reinforcement.
 Roofing using 26/30 gauge sheets and complete timber structure
installation.
 Tiling works for walls and floors as specified in the BOQ.

 Contractors must provide skilled laborers, including masons, steel fixers,
carpenters, electricians, plumbers, and tile installers.
4.2 Compliance with Specifications and Materials Standards:
 All materials used must strictly conform to the technical specifications listed in
the BOQ, including:
 Stone, murram, concrete mix ratios (1:2:4), steel reinforcement sizes
(Y12, Y14, Y8), and approved building materials.
 Ceramic tiles (300x300mm, 400x400mm), 5mm ceiling boards, murram,
DPM sheets, etc.
 Concrete must be mixed according to the required ratios and cured properly.
 Reinforcement must be cut, bent, and fixed in accordance with structural details.
 Tiles, doors, windows, roofing sheets, and fittings must be of approved quality.
 All electrical works (ducting, wiring, DB installation, lighting, fans) must comply
with recognized safety standards.
4.3 Quality Assurance and Control Requirements:
 Bidders must maintain high standards of workmanship and provide:
 Proper leveling and compaction of the ground (murram, DPM, blinding
layers).
 Sound and stable foundations using bush stone and RCC elements.
 Accurate wall alignment and block placement with hoop iron
reinforcement.
 Uniform application of internal and external plaster (20mm thick).
 High-quality paintwork using whitewash and emulsion paints for final
finishes.
 Contractors shall implement internal quality checks for every stage of
construction.
4.4 Occupational Health, Safety & Environmental Protection:
 Contractors must demonstrate the ability to provide:
 Safe working conditions for workers.
 Proper handling and disposal of excavated soil and construction debris.
 Use of PPE (helmets, gloves, boots) for all workers on-site.
 Measures to minimize risks and protect community members around the
site.
4.5 Equipment, Tools & Machinery Capability:
 Bidders should possess or have access to the necessary equipment including:
 Concrete mixers
 Compaction equipment
 Steel cutting and bending tools
 Scaffolding and formwork systems
 Tile-cutting machines
 Ladders and mechanical tools for roofing, plumbing, and electrical
installations.

4.6 Delivery Timeline and Work Plan:
 Contractors must provide a realistic work schedule, showing:
 Earthworks and foundation duration
 Structural works (RCC beams, columns, ring beams)
 Walling, roofing, tiling, ceiling installation
 Finishing and external works (paint, ramp construction, fittings)
 The timeline must demonstrate ability to complete the 56 m² mosque within the
required project period.
