Background

Candlelight for Environment, Education & Health was established in 1995 to support underserved and marginalized communities in Somaliland. Under the CRRC project funded by the Norwegian Development Fund (DF), Candlelight is executing a water-security intervention to supply HDPE geo-membrane plastic sheets. This initiative ensures that targeted rural communities have sufficient water to meet their daily needs.

Candlelight now invites sealed bids from eligible, competent local suppliers and contractors to supply and deliver these materials.

Scope of Work & Technical Specifications

The selected supplier will provide high-density polyethylene (HDPE) geomembrane plastic sheets to be distributed among 128 Households across three villages.

Material Specifications:

Item: HDPE Geo-membrane Plastic Sheet
Thickness: 1 mm
Household Unit Dimensions: Each household will receive a sheet measuring 12.5 meters in length and 8 meters in width (100 m² per household).
Total Quantity: 12,800 m²
Target Delivery Locations: Taysa (Maroodi Jeex), Aburiin (Maroodi Jeex), and Garbahaadlay (Awdal Region).

Bidders must complete and submit a sealed tender package containing two primary parts: The Appendices and Company Legal/Financial Proofs.

Tax Clearance: Valid tax clearance certificate from the relevant authority.
Relevant Experience: Proof of experience executing similar supply works, including copies of contracts (preferably working with UN, INGOs, or LNGOs).
Financial Capability: Detailed bank statements covering the last six months.
Company Profile: Documentation indicating the clear ownership and structural setup of the business.
Delivery Timeline: A detailed schedule outlining the realistic lead time.
