Tender Description

INSTRUCTIONS TO BIDDERS
A. GENERAL
1.Scope of Bid
1.1 HA-Somalia invites bids for the construction of Iqra school in Baladxawa, Gedo, Jubaland,
Somalia.
1.2 The material/goods are specified in greater details in the Sub Section of the Bid
Documents.
1.3 The successful Bidderis expected to complete the supply by the Intended Completion date
which is given in the section II, effective from the signing of Contract.
2.Eligible Bidders
2.1 This Invitation for Bids is open to companies with experience in construction of Iqra
school in Baladxawa, Gedo, Jubaland, Somalia.
2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive
practices issued by HA-Somalia.
2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals
and/or entities associated with criminal activities.
3.Corrupt, Fraudulent, Collusive and Coercive Practices
3.1 HA-Somalia requires that all; HA-Somalia staff, bidders, suppliers or distributors, observe
the highest standard of ethics during procurement and execution of all contracts. HASomalia shall reject any Bids put forward by Bidders or where applicable terminate their
contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or
coercive practices.
4. The selection criteria for construction of Iqra school in Baladxawa, Gedo, Jubaland,
Somalia:
4.1 Technical Capacity and Workmanship Standards:
 The contractor must demonstrate:
 Proven experience constructing schools, classrooms, administration
blocks, toilets, and parade grounds.
 Ability to meet engineering standards and ensure high-quality workmanship for
every stage of construction.

4.2 Occupational Health, Safety & Environmental Protection:
 The contractor must comply with OHS and environmental standards:
 Use of PPE for all workers.
 Controlled access to protect the community, especially children.
 Safe storage of materials, fuel, and equipment.
 Mitigation measures for dust, noise, and waste.
 Proper disposal of construction debris and wastewater.
 Emergency response measures on-site.
4.3 Equipment, Tools & Machinery Capability:
 The company must have access to adequate equipment required for:
 Excavation (for foundations, footings, latrine pits).
 Concrete mixing and compaction.
 Timber and steel fabrication works.
 Roofing installation.
 All machinery must be operational and safe.
4.4 Delivery Timeline and Work Plan:
 The contractor must submit a detailed schedule including:
 Excavation and foundation preparation
 RCC works (beams, slabs, columns, etc.)
 Masonry construction
 Roofing and ceiling installation
 Electrical and plumbing works
 Toilet construction and parade ground preparation
 Finishing and painting
 Visibility works (Human Appeal logos)
 Failure to meet agreed timelines may lead to penalties or contract termination.
4.5 Financial Capacity and Pricing Consistency:
 The company must demonstrate:
 Pricing that is transparent, competitive, and aligned with the section ii
items.
 Financial stability to complete the project without delays.

4.6 Legal Requirements and Registration:
 Eligible contractors must provide:
 Valid company registration in Gedo, Jubaland /Federal registration.
 Updated tax compliance documents(Gedo, Jubaland /Federal registration).
 Licenses for construction activities.
 Compliance with local government and Ministry of Public Works standards.
 Proof of insurance (workers, equipment, third-party liability).
4.7 Past Performance and Experience:
 Selection will favor contractors with:
 Demonstrated success in constructing similar school facilities.
 Experience in remote regions like Gedo.
 Positive references from INGOs, NGOs, or government projects.
4.8 Commitment to Community and Cultural Considerations:
 The contractor must:
 Respect community leadership and cultural norms.
 Engage local communities during implementation.
 Employ local labor wherever possible.
 Ensure construction does not disrupt nearby homes, schools, or
institutions.
4.9 Additional Project-Specific Considerations (As per BOQ):
 The selection will also consider the contractor’s ability to construct:
 8 classrooms as per design
 6 toilets with privacy walls as per design
 Construction administrative block with staff rooms as per design
 Parade ground with flag
 Full interior & exterior finishes
 Visibility with HA logo (3m x 3m)

B. THE BIDDING DOCUMENTS

  1. Content of Bidding Documents
    The material / goods required, bidding procedures, and contract terms are prescribed in the bidding
    documents. In addition to the Invitation for Bids, the bidding documents include:
    a) Bid Application with detailed specification and Instructions to Bidders (ITB)
    b) Legal registration certificates (Gedo, Jubaland /Federal registration)
    c) Valid Tax compliance Qtr. one. and VAT requirement (Gedo, Jubaland /Federal
    registration).
    d) Bank statement: From Sep 2025 to 17 March 2026
    e) Experience and past performance (Only we consider the relevant experience of this project).
    f) Company profile.
    g) Passport of Company Director.
    The Bidder is expected to examine all instructions, forms, terms, and specifications in the bidding
    documents. Failure to finish all information required in the bidding documents or to submit a bid not
    substantially responsive to the bidding documents may result in the rejection of its bid.

    b. Only COMPLETED SCANNED copies of Section II. Schedule of Requirements/PROJECT TITLE:
    HA/SOM/TOR/0011/2026
    c. Scanned copies of bid supporting documents requested should be attached in PDF form.
    These include, tax compliance certificate, registration certificates from Banadir region and
    Commercial certificate from the ministry of Trade, bank statement, maximum of 3 pager
    profile and evidence of experience.
    E. DEADLINE FOR SUBMISSION OF BIDS
    Bids must be received by HA-Somalia at the email address specified above no later than 23:59:59 EAT
    on 21st March, 2026.
    HA-Somalia may, at its discretion, extend this deadline for the submission of bids
