How can you make a difference? 

Objectives, Purpose, Methodology and Expected Results: Produce a Somalia-specific implementation guideline for YKP with clear minimum service packages, delivery models, enabling environment measures, M&E, and a roll-out lite package; and integrate HIV Gender Assessment recommendations throughout.Specific Objectives: •Define age-appropriate minimum service packages for YKP (10–14, 15–19, 20–24).•Specify service delivery models: youth-friendly facilities, DICs, mobile/outreach, peer/community-led, digital/virtual; DSD for adolescents/youth.•Address enabling environment: confidentiality, consent/assent, safeguarding/violence response, stigma-reduction, feasible policy/legal steps.•Integrate pragmatic safety protocols for YKP in criminalized contexts (confidentiality, discreet access, safe referral, privacy-by-design for data, and legal-aid pathways), aligned with WHO 2022 enabling-environment guidance.•Provide priority operational annexes (SOP/job-aid templates) limited to:(i) HTS/HIVST → ART linkage;(ii) PrEP initiation & follow-up;(iii) GBV first-line response & referral;(iv) MHPSS screening & referral;(v) data capture & privacy basics for age by key population.•Deliver a light, usable M&E framework (age by key population disaggregation, indicator dictionary, simple tools/templates) and roll-out lite (ToT deck + brief).•Integrate recommendations and findings of the HIV Gender Assessment across the guideline, indicators, and roll-out package

Experiences and Qualifications

  • Education: Advanced (master's) degree in Public Health/Epidemiology/Health Policy or related 
  • Work Experience: At least 10 years HIV programming with proven KP/YKP guideline & SOP development and youth-friendly DSD; 5 years in fragile/conflict settings (Horn of Africa an asset).Skills/Knowledge: Practical use of WHO 2022 KP guidance; familiarity with UNAIDS 2016 for adolescent prevention concepts; PrEP/HIVST/ART linkage/VL; SRH integration; harm-reduction with OST linkages; prison adaptations; indicator framework design (age×KP), simple tools/dashboards, data protection & ethics; multi-partner facilitation, co-design with youth/KP networks.Languages: Excellent English; Somali an asset.Excellent writing skills, with experience in producing detailed and actionable consultancy reports.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
