(REACTS-IN)- Somalia”
Individual Consultant
The consultant will be responsible for:
· Developing a comprehensive assessment protocol that outlines the overall design, conceptual framework, methodology, data sources, data collection methods, and analytical approach for assessing health system responsiveness at sub-national level, in close consultation with World Vision Somalia (WVS).
· Designing and adapting data collection tools and methodological approaches to assess health system inputs, processes, and outputs related to nutrition, health, and SRHR service delivery, ensuring alignment with REACTS-IN objectives and the Somali sub-national context.
· Ensuring that all assessment tools and approaches are gender-responsive, adolescent-sensitive, and rights-based, with specific attention to barriers faced by women, adolescent girls, and other marginalized groups.
· Preparing all required documentation to support ethical review and approval processes, as applicable, and ensuring that the assessment adheres to World Vision’s ethical research, safeguarding, and data protection standards.
· Addressing any feedback or revisions required by World Vision or relevant ethical review bodies in a timely manner to enable smooth implementation of the assessment.
· Conducting stakeholder mapping and leading structured consultations with key sub-national stakeholders, including District Health Management Teams (DHMTs), health facility managers, frontline health workers, implementing partners and other relevant actors.
· Leading and coordinating primary data collection activities at sub-national level, including key informant interviews, focus group discussions, and other agreed qualitative and/or quantitative methods, in close collaboration with the WVS REACTS-IN team.
· Providing orientation and technical guidance to any locally engaged team members supporting data collection, as required, to ensure consistent understanding of tools, methodology, and ethical standards.
· Implementing quality assurance and quality control measures throughout the data collection process to ensure accuracy, completeness, and reliability of data, and making necessary adjustments where gaps or weaknesses are identified.
· Synthesizing and analyzing data to identify systemic gaps, bottlenecks, strengths, and opportunities affecting health system responsiveness, including health workforce capacity and professional development needs at sub-national level.
· Translating assessment findings into clear, evidence-based conclusions and actionable recommendations that are realistic and feasible within sub-national institutional, policy, and resource constraints.
· Developing advocacy-oriented products, such as policy briefs, slide decks, or key messages, to support evidence-based dialogue and engagement with sub-national government authorities and other decision-makers.
· Supporting World Vision Somalia in advocacy and learning processes by presenting findings, responding to technical questions, and contributing to discussions aimed at strengthening health system responsiveness.
· Preparing a comprehensive final report documenting the assessment methodology, stakeholder engagement process, key findings, conclusions, and recommendations, as well as lessons learned.
· Maintaining regular communication with World Vision Somalia throughout the consultancy period and ensuring timely submission of all agreed deliverables.
· Master degree in Public Health, Human Nutrition, Epidemiology, or other related fields.
· Minimum of 7 years of experience specifically in data collection for evaluation studies, preferably for international non-profit organizations or multilateral agencies focusing on nutrition, SRHR, WASH, gender, and related fields.
· Demonstrated experience conducting health systems reviews, including assessment of system performance, service delivery, and health system gender responsiveness.
· Similar experience in data analysis and interpretation to support evidence-based planning and decision-making.
· Proven track record in managing and executing large-scale data collection projects.
· Proficiency in using statistical software (e.g., SPSS, R, STATA, or Python) and experience in managing complex datasets.
· Excellent communication skills, both written and verbal, for effective coordination with local teams and stakeholders.
· Ability and experience of training high performing teams for such projects.
· Fluent in Somali and English languages.
· Experience in fragile or conflict-affected contexts.

· Overview of the project team, including key personnel and their roles.
· Brief bios highlighting relevant experience and qualifications for key team members.
· Organizational chart showing the reporting and communication lines (if available).
V. Ethical Considerations (1 page)
· Identification of potential risks and challenges associated with the data collection process.
· Strategies for mitigating these risks, particularly those related to security and data integrity.
