The position is under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Administrative Officer and the technical guidance of the Information Technology Division (CSI).
Technical Focus
The incumbent will lead, provide, and implement integrated, efficient, and innovative information and communication technology services to drive FAO Somalia program needs.
Tasks and responsibilities
• Lead the FAO Somalia ICT unit and team for effective and client-oriented service.
• Lead information technology operations in FAO Somalia offices and ensure that all field offices are operational in their ICT components and compliant with CSI guidelines.
• Oversee ICT support staff in field activities as required by specific projects.
• Deliver and maintain corporate systems which are driven by FAO’s business needs and processes.
• Coordinate information technology investment strategy and capital planning.
• Develop and implement FAO Somalia's enterprise architecture in line with CSI guidelines.
• Identify and oversee business process improvement opportunities.
• Develop and implement information technology performance measures.
• Analyse information technology skills for all FAO Somalia employees and leverage this knowledge in ICT capacity building for all FAO Somalia staff.
• Coordinate, develop, and implement IT Security computer policy and procedures.
• Ensure full compliance with corporate information management and technology standards, guidelines, and procedures.
• Draw up technical specifications of ICT equipment to be procured and maintain a complete inventory of all ICT hardware and software in line with CSI Standards.
• Oversee protection of the confidentiality, integrity and availability of information residing on/processed by FAO Somalia information technology systems.
• Implement security programmes, policies, and procedures in line with FAO standards to ensure the security, reliability and accessibility of information systems.
• Manage information technology system performance, operation, maintenance, and end users’ satisfaction.
• In conjunction with the Information management unit, assist in the technical clearance of developed systems.
• Collaborate with the Information Management officer on systems development.
• Perform other related duties as required.
University degree in information systems, information management, computer science, or a related field is required.
• At least 5 years of relevant experience in leading an ICT team and Information Technology.
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for COF.REG.

• Experience in IT systems design/development is an asset.
• Proficient in the use of standard office applications (e.g., Microsoft Office Suite) and other productivity tools.
• Demonstrate strong oral and written communication skills and applies them in the work.•
