The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Development Assistance Framework(UNDAF).Creating this synergy and alignment will be essential to advance WHO's organizational effectiveness and ensure WHO's relevance at country level.
The incumbent will perform the following duties:
1. Brief and guide WCO staff on appropriate contractual modalities and corresponding procedures in compliance with the staff rules and other policies; and on initiation and processing of HR actions.
2. Coordinate with WCO staff and HRS/EMRO the establishment and classification of positions, type post descriptions and forms, advocate the use of generic job descriptions, update organization charts, initiate related position actions in GSM and follow-up on the finalization of the establishment of new positions and recruitment of professional staff.
3. Administer the recruitment of locally recruited staff and non-staff (SSAs), publish vacancy announcements, screen applicants, recommend final short list, finalize necessary arrangements for tests/interviews, act as HR representative in selection panels, recommend competency questions, brief panel members on related rules and procedures. Finalize appointment procedures such as reference checks, verify personal documents and initiate necessary appointment actions in GSM.
4. Finalize contractual arrangements for non-staff contractors and Consultants and issue contracts, attach supporting documents, raise procurement requests concerning payment of affiliate salaries.
5. Monitor the expiration of all types of staff and non-staff contracts; initiate extensions, separations or other staffing actions; attach necessary documents, and coordinate with different partners timely finalization of actions.
6. Administer the attendance system and GSM absence dashboard, update and maintain leave records for staff and non-staff (SSA holders, consultants, etc.), through: verifying leaves claimed in GSM against the records of the Time and Attendance system, alert staff in case of any discrepancy and inform supervisors of excess leaves/absence; submitting leave requests on behalf of absent staff members, and following up with staff to ensure confirmation of leaves in GSM; responding to staff queries related to leave system and coordinating with Global Service Centre (GSC) and Human Resources(HR) to solve any related issues.
7. Liaising with concerned units/stakeholders on necessary arrangements regarding, travel, visas, residency permits, security clearances, travel authorizations, UN ID's, hotel bookings for staff and non-staff.
8. Update and maintain HR confidential files (electronic), including performance appraisal records, ensure confidentiality, and reports as and when necessary, follow up with staff and non-staff the timely submission of Performance Management reports.
9. Liaise with Staff Development and Learning unit the induction and training of staff and non-staff at country office and sub-offices and ensure its timely completion. Brief staff and non-staff on HR related rules/procedures and the use of GSM/BMS staff service module.
10. Compile HR and financial data for presentation to decision-makers and take necessary administrative action to implement decisions. Initiate correspondence to verify information, answer queries and obtain additional information on HR and financial matters.
11. Perform other relevant duties within their scope of responsibility, as required.
Essential: Completion of secondary education supplemented by administrative training.
Desirable: University degree in business administration, social sciences or related field is an asset.
Essential: At least eight years' progressive experience in the area of administration, including experience in HR management.
Desirable: Relevant experience in the UN system.

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 20,369 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
