Job Description

AREAS OF RESPONSIBILITY
Responsible for overseeing the daily HR operations in the Dollow office.
Overseeing and enforcing all NCA HR policies, procedures, routines, and activities in NCA Dollow Office, following NCA global HR standards and contextual requirements.
Ensuring that NCA Dollow office complies with the relevant laws and legislation, especially governing INGOs in Somalia.
Facilitating the recruitment processes and HR administrative functions in the Gedo region office, Jubaland state.
Training staff on Performance Development Review (PDR) processes and overseeing its implementation in the Gedo region.


MAIN TASKS


Under the leadership of the HR manager, provide advice in interpreting HR policies and procedures and ensuring that staff and managers are conversant with the content of the NCA Staff Handbook and National Legislation Appendix.
Ensure compliance and maintenance of digital /physical documentation as required by NCA HR Global standards, and administrative policies, and contextual requirements.
Act as a dedicated focal point for HR support for the Gedo staff. Bridging management and employee relations by addressing demands, grievances, and other concerns.
Assist the HR manager in the day-to-day activities of the HR department.
Facilitate HR capacity building and training for staff members and partners based on need.
Manage all the HR processes within NCA Dollow Office, including recruitment/ talent acquisition, on-boarding, performance evaluation, mandatory training, leave, discipline, end of contract/termination and other HR processes.
Prepare HR reports for internal and external purposes.
Process payroll for Dollow Office staff; while ensuring compliance with all statutory and taxation requirements. Ensure all staff contracts have NCA standard mode of payments and updated tax laws.
Ensure that staff are covered under insurance at all times as required by NCA procedures and policies.


OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION
Must be available to travel on short notice as the job demands.
Be available to represent NCA at different fora especially on PSHEA and child safeguarding.
Perform any other duties that the line manager may assign you from time to time.

Experiences and Qualifications

  • Bachelor’s degree in human resources management or business administration (HRM option) with at least 3 years of progressive and continuous practice in HR position in INGOs.
  • Excellent understanding and prior experience of using MS Office and keen to learn NCA working platforms.
  • Good documentation and dissemination skills.

Desirable

  • Field-based HR Management experience is desired with particular emphasis on emergency response context.
  • Prior experience in an INGO will be an added advantage.

We Offer
Contract period: 12 Months with the possibility of extension.
Salary: According to NCA salary scale.
Duty Station: Dollow.
Travel: Some
