Job Summary:

Implement and follow up the different field activities to ensure the achievement of the objectives of the HA Projects, and that the projects meet the needs and satisfaction of beneficiaries. Liaising with the relevant entities and discussing the programs/projects implementation sites, need assessment, and identifying the targeted beneficiaries in a collaborative way. Sounded participation in the proposals and CNs development with program manager.

Accountabilities

 

·         KEY RESPONSIBILITIES

o    Responsible for the implementation of cataract campaign by leading and supervising, ensuring that the highest technical standards are respected in line with Human Appeal mandate, policies and procedures, including national and donor requirements and guidelines;

o    Lead, manage and motivate respective staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances;

·         With other related staff, finalize implementation plans for the project, and oversee weekly and monthly work plans in line with the implementation plan

·         Strengthen the capacity of NPCB and health education stakeholders to provide comprehensive school-based eye-care services.

·         Support in the training of teachers, school principals (as trainers), and ophthalmic technicians, ophthalmologists, and optometrists in the screening and referral of visual impairments.

·         Support the Screening of students and support in the distribution of corrective eyeglasses

·         Support the medical team in Providing treatment for during the screening process specially  eye infections among students.

·         Support in Conducting surgical interventions for students requiring advanced treatment where possible in close working relationship with the ophthalmologist

·         Identify project opportunities and lead the health related proposals writing;

·         Capacity to conceptualize programme interventions and to problem solve with the coordination of the Programme Manager;

·         Attend cluster coordination meetings, and represent HA in different levels and stages;

·         Provide guidance and technical information on donor rules and regulations to project Staff and the organization;

·         Conduct regular field visits and coordinating with respective teams and stakeholders to ensure effective implementation of the cataract activities;

·         Coordinate activities to ensure effective use of time and HA resources;

·         Supervise the implementation of contracts and project activities to meet timelines and budget limits.

·         Support the finance department by coordinating project budget’s as assigned by line manager and coordination with other departments within the organisation, where needed, ensuring value for money;

·         Oversee project budgets, financial reporting and forecasting;

·         Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure;

·         Work with logistics/procurement to ensure timely procurement of goods and services for the implementation of project.

·         Follow up Monitoring and Evaluation reports, recommend and implement changes to enhance the programmes, as appropriate;

·         Monitor performance of cataract medical team and ensuring high quality programming in keeping with contractual commitments and Human Appeal standards.

·         Provide regular reports about the project to the Programme Manager, cluster coordination meetings attended to update programme progress of the project and to discuss further strategies;

·         Develop a monthly and progress written report on all aspects of the cataract project implementation, performance of the team, challenges, threats or risks;

·         In coordination with the Communications Officer, provide timely case studies/success stories for media use and visibility purposes.

Experiences and Qualifications

Education

 Bachelor Degree in Medicine and surgery (MBBS).

       Proficiency in computer applications including Word, excel, power point and other applications

 

Experience

·         Over 3 years proven practical experience in cataract and eye surgery campaign.

·          An excellent understanding of and practical, experience with program design, program management cycle, M&E, budget management and ethics in programming;

·          Experience in developing health project strategies and strengthening systems;

 

·          Experience in donor reporting and proposal writing;

·         Strong skills in networking, representation and building relations with diverse stakeholders Sound knowledge of international donor procedures;

·          Ability to work independently, exercise judgement and flexibility in a very challenging environment;
