JOB ANNOUNCEMENT   FIRST AID FOCAL POINT

Job Grade:  Band 2

Department:  First Aid and Pre-Hospital Care Program 

Location: Beledweyne branch

Reports To:  FAPHEC Manager & Branch Coordinator

Direct Reports:  NON

Profession: First Aid and emergency responses

Liaising with:   SRCS Health Department  

Background

 SRCS is an independent, non-political humanitarian organization founded in April 1963 and was established with presidential decree No. 187 in 1965. The ICRC then recognized it in 1969 and became a member of the International Federation of the Red Cross and Red Crescent Societies in the same year.

Purpose

The SRCS FA Program aims at providing timely and effective first aid services during emergencies, in accordance with the Fundamental Principles of the International Red Cross and Red Crescent Movement. This involves activities such as training of first aid volunteers and communities, as well as maintaining specialized teams which are ready to deploy in case of medical emergencies. Generally, all these activities require planning, coordination, and participation in the implementation of the of first aid trainings for both branches and communities.

Main tasks

The SRCS First Aid Focal Point will be responsible for the First Aid program at branch/regional level working closely with BCs, SRCS FAPHEC Manager, BHO and the ICRC First Field Officers.

He/she will plan, coordinate and participate in the implementation of the of first aid trainings for all branch volunteers, staff and communities following the semester plan of action for his/her area already discussed and approved from the BCs and FAPHEC Manager.

He/she will ensure that all FA in his/her branch are following planning, and national standards in place. In case there is a problem he/she will report to the branch coordinator and the FA Manager.

The First Aid focal person will fill and follow up the database of the people trained in his/her branch area of responsibility

She/he will provide monthly report of the FA activities to the Branch coordinator and the FAPHEC Manager.

The SRCS FA focal person will lead coordination of the action teams in conducting FA emergences and with the support of the FAPHEC Manager to ensure acceptance and safer access in the communities. The SRCS FA focal point will report to the branch sec and the SRCS FA national officer.

Specific Responsibilities of the First Aid focal person:

  • Implementing the FA activities based on the criteria developed and following the semester plan established in the FA ensuring that these activities follow the standard content for communities (CFATs), volunteers (VRTs) or routine trainings. Support the trainers if needed.
  • Monitor, supervise and follow up FA activities at the SRCS branch of responsibility.
  • Maintain proper stock keeping of the FA items and equipment’s and report to the FAPHEC Manager.
  • Request and replenish FA kits and all operational and training equipment.
  • Ensure proper briefing and debriefing is conducted before and after emergencies operations.
  • Organize FA Routine & Other FA trainings (FA training for NGO, INGO, GO, hospital staff & academic Institutions) at his area of responsibility based on the SRCS Standard criteria developed (25 trainees per class & Practicality) following the semester plan established and approved from BC and the FAPHEC Manager.
  • With the support of the Branch Coordinator, ensure timely evacuation of casualties are done during FA emergencies response.
  • Propose and select new trainers for the branch/sub-branch to be trained as TOT and support and empower trainers at the branch or sub-branch
  • Request FA certificates for the trainees following the national SRCS standards established.
  • Ensures Standard SRCS FA routine training guideline is in use at the branch (10 days of routine & 3 days of CMs & staff FA training)
  • Develop draft of FA training and other activities Budgets in the AORs and share with BC and FA Manager for further processing and GL for release of payment in line with SRCS FA per diem, transport allowances and procurement policy
  • Initiate and draft training reports, Incident reports and stock reports within the AROs. Drafts Monthly, Quarterly or Annual reports as requested by the FAPHEC Manager and the Branch Coordinator.
  • Follow up to all FA Volunteer and community responders keeping a relationship with them calling each one once per semester, ensures active participation in events and good networking on local level.
  • Organize, coordinate and lead the FA Volunteers and Community responder to respond to clashes, explosion and other traumatic emergencies at their areas of operation-scope
  • Do field visit to the sub-branch/s for supportive supervision and monitoring of the FA activities going at area
  • The Focal person will fill and follow up the database of the people trained in his/her branch area of responsibility/Branch
  • Remain flexible to be assigned further duties by the FA Manager and the branch Coordinator

Experiences and Qualifications

Basic diploma of Nursing or health related field

  • Basic Computer skills (Word, Excel)
  • Recent completion of SRCS FA course is an asset
  • Good verbal and written communication skills, Fair reporting skills and English is must (possible training and meetings, other trainings and meetings is added value).
  • Having First Aid training with Certification is mandatory, demonstrable knowledge.
  • Having attended Training of Trainers (TOT) and being an active trainer is mandatory.
