Background:
FCA works to enable people to break the circle of poverty and violence. We are a rights-based actor, a Finnish organization with 70 years of experience, with operations in 15 countries. FCA is Finland’s largest NGO in development cooperation and second largest provider of disaster relief. Our action is guided by international human rights standards and principles. We realize our mission and vision through development cooperation, humanitarian assistance and advocacy work. We contribute to positive change by supporting people in the most vulnerable situations within fragile and disaster-affected areas. We consider three thematic areas as central to sustainable change: the right to peace (R2P), livelihood (R2L) and quality education (R2QE).
In Somalia FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.
Primary purpose of the position:
The primary objective of this call is to obtain the services of competent enumerators for the period 1st January 2026 to 31st December 2027 (two years). The pre-qualified enumerators will provide technical and field-level support to FCA’s programme operations in the target locations as stated in this call.
Specifically, the enumerators will support the programme and MEAL teams in conducting key data collection activities such as baseline and endline surveys, needs assessments, monitoring exercises, evaluations, registration and verification processes, distributions, and community mobilization activities in the designated target regions of Somalia.
Through this pre-qualification process, FCA aims to recruit five (5) qualified enumerators per target location to be part of its active roster for MEAL and programme-related fieldwork with the
Qualified and experienced candidates who meet the required qualifications and possess relevant experience in data collection, community engagement, and field research are encouraged to apply. Main tasks:
Data Collection
· Administer surveys and questionnaires using approved tools (paper-based or digital platforms like KoboCollect, ODK, etc).
· Conduct interviews with individuals, households, or focus groups according to sampling protocols.
· Ensure accuracy and completeness of all collected data before submission.
· Capture GPS coordinates, photos, and observations as required by the data collection guidelines.
2. Ethical and Professional Conduct
· Obtain informed consent from respondents before conducting any interview or recording data.
· Maintain confidentiality and privacy of all information provided by respondents.
· Uphold neutrality and impartiality—avoid influencing respondents’ answers.
· Respect local customs, traditions, and cultural sensitivities throughout data collection.
3. Tool Familiarization and Piloting
· Participate in pre-data collection training and piloting sessions to understand the questionnaire and methodology.
· Provide feedback on the clarity, flow, and functionality of data collection tools.
· Identify and report potential challenges in tool interpretation or technical use during field testing.
4. Fieldwork Planning and Coordination
· Follow fieldwork schedules/protocols and sampling plans developed by supervisors or MEAL officers.
· Coordinate with team leaders or field supervisors for logistical arrangements and daily briefings.
· Visit assigned data collection areas, sometimes under challenging field conditions.
· Ensure safety and security of self, equipment, and respondents during fieldwork.
5. Data Quality Assurance
· Double-check all entries for accuracy and consistency before submission.
· Report errors, inconsistencies, or unusual responses immediately to the supervisor or data quality officer.
· Comply with data verification protocols, such as spot checks or re-interviews conducted by supervisors.
· Use correct coding and skip patterns in the data collection tools.
6. Reporting and Feedback
· Submit completed forms daily as per agreed timelines and procedures.
· Provide daily field updates to supervisors on progress, challenges, and emerging issues.
· Participate in debriefing sessions to share field experiences and lessons learned.
· Support supervisors in revisiting respondents if clarification or validation is required.
7. Community Engagement and Representation
· Represent the organization professionally in the field and maintain positive relations with local communities.
· Communicate project objectives clearly to respondents to enhance understanding and cooperation.
· Support awareness creation on the purpose of data collection without raising unrealistic expectations among participants.
8. Compliance and Accountability
· Adhere to organizational policies, including safeguarding, code of conduct, and data protection standards.
· Report any safeguarding or protection concerns encountered in the field through proper channels.
· Avoid any form of misconduct, including bribery, coercion, or falsification of data.
9. Continuous Learning and Improvement
· Participate in refresher trainings and capacity-building sessions to improve data collection skills.
· Stay updated on digital data collection technologies and organizational data standards.
· Provide suggestions for improving data collection methodologies and community engagement strategies.
To effectively undertake the assigned tasks, the pre-qualified enumerators are expected to meet the following minimum qualifications and competencies:
· Education: At least a High School Certificate or Diploma. Additional training or coursework in social sciences, development studies, statistics, or related fields will be an added advantage.
· Nationality: Must be a Somali national, fluent in the local dialects of the target areas.
· Experience: Demonstrated prior experience in field research or data collection using participatory methodologies in various locations across Somalia.
· Proven experience in conducting Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), and other qualitative and quantitative data collection exercises.
· Cultural Competence: Strong understanding of the Somali culture, social norms, and community dynamics, with the ability to engage respectfully and effectively with diverse groups.
· Language Proficiency: Excellent written and spoken Somali and English (essential).
Required Technical Skills
· Proficiency in mobile data collection tools such as Kobo Collect, ODK, ONA, or similar applications.
· Working knowledge of Microsoft Word and Excel for data entry, reporting, and documentation.
· Behavioral Competencies: Demonstrates high integrity, consistency, predictability, and reliability in completing assignments and meeting deadlines.
· Teamwork and Adaptability: Ability to work collaboratively with others in multicultural settings, often under tight timelines and challenging field conditions.
