EXPRESSION OF INTEREST(EOI)
FOR ENGINEERING/ARCHITECTURAL CONSULTANCY FIRMS FOR SOMALIA
PROGRAMME

The Nordic International Support Foundation (NIS) is a Norwegian-registered non-profit
organization engaged in stabilization and reconciliation initiatives in conflict and postconflict areas. Our primary areas of intervention are institutional development, public
service delivery, and conflict resolution. Headquartered in Oslo, Norway, NIS is currently
implementing wide range of stabilization projects in Somalia, Myanmar, and in the Sahel
with plans to expand into new areas/regions.
NIS Foundation Somalia programme plans to implement several donors funded
stabilization projects over the coming years (2026-2028) with the primary objective to
support delivery of political/governance and socio-economic related infrastructure and
other project services in multiple locations across country, all working in different ways
towards achieving greater stability and better prospects for the country’s longer-term
development goals.
In this regard, NIS is looking for qualified engineering consultant firms with license/
certified professionals, that have the capacity to conduct feasibility assessments,
develop technical designs for the infrastructure projects and deliver good quality bid
technical documents for bidding processes. NIS accepts joint venture proposals on the
condition that the lead bidder holds a valid registration certificate and business license
issued by the relevant Somali authorities.
The main consultancy services/categories to be provided includes but not limited:
 Assessments and designs
o Structural audit assessments of existing.
o Concrete structure
o Steel structures
o Bridges (steel and concrete)
o Roads (all classifications)
 Flood assessments
a. Hydrological assessments
b. Flood mitigation structures
 Environmental Assessment
 Topographic Surveys (Bridges and Roads)
 Develop and deliver high quality & Standard Technical Designs
a. Architectural of all designs preferably 2D and 3D
b. Structural designs
c. Mechanical Electrical and Plumbing designs
d. Landscaping
All interested consultant firms are hereby invited to participate in the prequalification process, and required to meet the following minimum set conditions: -

1. Licences/Registrations: The company should submit the following registrations/
   Licenses.
    Possess a valid registration or operating license, permits from designated
   government bodies/authorities such as FGS/FMS Ministry of commerce.
    Tax compliance certificate: Submit evidence of valid FGS/State level tax
   compliance certificate.
    Statement of ownership: The company shall submit a signed public notary
   document stating the ownership of the company (a list of Full Names, positions contact
   details and shares)
   Note1: All the registrations will be shared with the relevant authorities for clearance.
   Those who fail to submit a valid /genuine registration will not be considered in the
   next stage of analysis.
2. Similar or relevant experience: The company should fill in the below table for
   previous 5 main similar completed contracts on architectural and structural designs,
   geotechnical investigation assessment, structural audit assessments, topographic
   surveys and environmental assessments with monetary value worth each of USD
   10,000 to $50,000 and above. The company should present relevant contract
   implemented for the last (7) years.
    KINDLY ATTACH ONLY 5 RESPECTIVE CONTRACTS.
    ONLY THE 5 CONTRACTS LISTED IN THE BELOW TABLE WILL BE EVALUATED
    BIDDERS WHO DO NOT FILL THE BELOW TABLE WILL NOT BE EVALUATED.
