. ## Project Background: 

World Vision Somalia is a member of the World Vision International (WVI) Partnership, working in the country since 1993. Our mission is to support vulnerable children and communities for enhanced resilience and well-being. World Vision aims to improve the lives of 2 million children and communities in Somalia by 2025. We focus on finding solutions to the underlying causes of vulnerability in the country's ongoing humanitarian crisis. World Vision's key interventions encompass Food Security and Agricultural Recovery, Health and Nutrition, Water, Sanitation, and Hygiene, Education, Advocacy, and Emergency Response. This holistic approach directly contributes to enhancing the well-being and resilience of communities in Somalia, with a specific emphasis on health, education, water, sanitation, and food security. Since 2005, World Vision has been a vital partner with the government, steadfastly offering relief and building community resilience. World vision is operating 78 out of 90 districts, plays a crucial role in building the Government's institutional capacity for planning, monitoring, and delivering projects. The Climate Resilience Risk Management and Veterinary Service Project is a comprehensive resilience- building project aimed at enhancing the adaptive capacities of pastoralist communities in Somalia.

 This initiative focuses on facilitating the last-mile delivery of essential veterinary services while equipping these communities to effectively prepare for and respond to climate-related shocks through the utilization of Inclusive Risk Financing tools. The project focuses on launching a multi-index livestock insurance program designed to protect pastoral households from recurring droughts. To ensure coverage, a national insurance provider must implement a subsidized insurance policy and create a digital platform for product distribution. A central element of the project is the introduction of index-based livestock insurance, supported by a digital system to deliver these insurance products efficiently. The IBLI initiative aims to protect pastoralists against severe drought shocks, link them to reliable markets and enhance their access to financial services. This initiative has two parts: the first aims to provide financial services, including drought insurance, payments, savings, and possibly contingent credit, to protect pastoralists against drought shocks. The second part seeks to better connect pastoralists to the market, attract private investment into the value chains, and facilitate the regional livestock trade. In addition to the benefits of IBLI for pastoralists and its potential as a weather-risk mitigation tool, the Pastoral community in Puntland lacks a well-established national insurance companies to provide a insurance cover and digital tools to enrol pastoralist Therefore, World Vision is seeking a qualified and interested national insurance company to provide index based livestock insurance cover to 1500 household for one year covering 1 TLU and develop a digital tool to facilitate onboarding of pastoralist 

**Pastoral and agro-pastoral communities in Puntland are highly vulnerable to climate-related shocks, particularly drought, livestock diseases, and market disruptions. Livestock remains the backbone of household livelihoods and local economies in districts such as Qardho, Eyl, Jariban, and Burtinle. However, recurrent climate shocks continue to erode livestock assets, reduce income stability, and increase household vulnerability. Index-Based Livestock Insurance (IBLI) has emerged as an innovative risk management solution designed to protect pastoral households against livestock losses caused by climate-related hazards. However, adoption of livestock insurance remains low due to limited awareness, affordability constraints, and lack of accessible delivery mechanisms. To address these challenges, the project seeks to engage a qualified private service provider to develop a digital platform for delivering index-based livestock insurance services and implement premium subsidies to promote adoption among 1,500 pastoral households across Puntland. This initiative aims to improve resilience, strengthen financial inclusion, and support sustainable livestock-based livelihoods.

1. **Purpose, Scope and Objectives.**

To enhance resilience of pastoral households in Puntland through digital delivery and subsidized adoption of index-based livestock insurance.

Specific Objectives:

 The specific objectives of the assignment are: 

* Develop a user-friendly digital platform for index-based livestock insurance 

* Facilitate efficient enrollment and policy management through digital tools 

* Enable digital premium payments and claims processing 

* Improve accessibility of insurance services in remote pastoral areas 

* Provide premium subsidies to 1,500 pastoral households 

* Promote adoption of livestock insurance services 

* Strengthen financial inclusion among pastoral communities
