EXPRESSION OF INTEREST (EOI)
Selection of NGOs as Implementing Partners for Cash-for-Work Activities
The Ministry of Agricultural Development (MoAD) of Somaliland invites eligible and qualified national and international Non-Governmental Organizations (NGOs) legally operating in Somaliland to submit Expressions of Interest (EOI) for selection as Implementing Partners under the Sustainable Land, Water and Soil Management Project (SLWSM) in Togdheer and Sahil Regions.
The Project, financed by the Federal Republic of Germany through KfW Development Bank, aims to improve sustainable land management, restore degraded landscapes, strengthen soil and water conservation, and enhance community resilience. Selected NGO partner(s) will support the implementation of labor-intensive Cash-for-Work activities related to watershed management and soil and water conservation measures.

Submission
Interested NGOs shall submit their EOI electronically in PDF format and hard copies with physical presence, including organizational profile, legal registration documents, relevant experience, references, and supporting compliance documentation.
Submission Deadline: [30th September, 2026] EOB.

Only the five (5) eligible applicants achieving the highest technical assessment scores and demonstrating sufficient technical and organizational capacity will be shortlisted and invited to submit full technical and financial proposals under the subsequent Request for Proposals (RfP) stage under a Limited Competitive Bidding Procedure. MoAD reserves the right to accept or reject any EOI submission and to annul the selection process at any time without incurring any liability to applicants.
