EXPRESSION OF INTEREST (EOI)

Selection of NGOs as Implementing Partners for Cash-for-Work Activities

The Ministry of Agricultural Development (MoAD) of Somaliland invites eligible and qualified national and international Non-Governmental Organizations (NGOs) legally operating in Somaliland to submit Expressions of Interest (EOI) for selection as Implementing Partners under the Sustainable Land, Water and Soil Management Project (SLWSM) in Togdheer and Sahil Regions.

The Project, financed by the Federal Republic of Germany through KfW Development Bank, aims to improve sustainable land management, restore degraded landscapes, strengthen soil and water conservation, and enhance community resilience. Selected NGO partner(s) will support the implementation of labor-intensive Cash-for-Work activities related to watershed management and soil and water conservation measures.

Eligibility Requirements

Interested organizations should:

• Be legally registered and authorized to operate in Somaliland;
• Have demonstrated operational presence and experience in Togdheer and/or Sahil Regions;
• Possess at least five (5) years of relevant development or humanitarian experience in Somaliland;
• Demonstrate experience in donor-funded natural resource management, watershed management, land restoration, soil and water conservation, and/or Cash-for-Work programmes;
• Have adequate technical, managerial, and financial capacity, including audited financial statements for the last three fiscal years;
• Maintain safeguarding, accountability, and anti-fraud policies.
