JOB TITLE: Education Programme Officer
TEAM/PROGRAMME: Child Development and Child Protection LOCATION: Garowe
GRADE: 4 TYPE OF CONTRACT:
National
CHILD SAFEGUARDING: Level 3 – the responsibilities of the post may require the post holder to
have regular contact with or access to children or young people
ROLE PURPOSE:
The postholder will execute assigned tasks from the supervisor to deliver integrated education and
emergency child protection activities at the community level, enhancing protective factors for
children affected by humanitarian crises. Key responsibilities include:
• Ensuring equitable and inclusive access to education for all children.
• Establishing referral pathways for children with protection concerns.
• Upholding the Save the Children Quality Learning Framework (QLF) in project management.
• Providing psychosocial support to improve children's learning outcomes.
• Implementing the Education Cannot Wait (ECW) framework to meet minimum service
requirements and enhance the well-being and safety of vulnerable children.
Collaboration with community education committees, protection focal points, and education cluster
representatives is essential for delivering cohesive support to children and families. The postholder
will mentor and coach teachers, develop corrective actions to improve learning outcomes, and provide
supervisory guidance to education assistants, volunteers, and education officers to achieve literacy
and numeracy goals.
SCOPE OF ROLE:
Reports to: Education Programme Coordinator,
Dimensions: works with the Child Development and Child Protection Sector.
KEY AREAS OF ACCOUNTABILITY:
Programme Planning and Quality Implementation
• Adapt and maintain quality benchmarks and measurable outcomes for community activities
aimed at improving children’s well-being and environmental
• Align community training initiatives, teacher development, and thematic education guidelines
with project result indicators and community needs assessments.
• Implement Save the Children’s transformative models and guidelines effectively to enhance
educational quality delivery.
• Utilize robust project planning tools and maintain a growth mindset to identify and execute
key actions for improving children’s futures.
• Identify gaps in school improvement and collaborate with cross-sectoral staff to develop
timely action plans.
• Ensure and promptly act on school safety, health, and cleanliness in line with the five
dimensions of a conducive learning environment for learners and school personnel.
• Act as a frontline trainer and master impactful community education committee training
context, teachers, and school learners to promote their knowledge and skills to create a sound
education environment.
• Assist education staff, supply chain, and procurement team in timely delivery activities to
beneficiaries.

• Ensure the procurement of teaching and learning materials meets quality standards and is
distributed according to identified needs.
• Incorporate child protection measures in the school learning environment to guarantee safe
learning environments for children.
• Establish and manage strong and functional referral pathways for children encountering
protection concerns.
1. Data Management and Reporting:
• Regularly update the Project Related Information Management and Evidence (PRIME) system
to track output indicators and measure the progress of community-based activities as outlined
in the detailed implementation plan.
• Collect and analyse school enrolment data, disaggregated by gender and disability status.
• Uphold confidentiality and safeguarding of the beneficiaries' information
• Provide weekly and monthly reports, including detailed school supervision reports outlining
identified gaps and actions taken to address them.
• Spend substantial time with communities to assess their needs, identifying programming
opportunities, and coordinate with the Programme Manager for further investigation and
prompt action.
• Ensure that beneficiary lists, attendance sheets, distribution plans, and donation certificates
are accurately recorded and stored safely for future audits.
2. Child Safeguarding, Community Accountability, and Information Sharing:
• Establish and maintain robust child safeguarding protocols in schools, including designated
focal points and safe reporting mechanisms.
• Conduct orientation sessions on child safeguarding within communities and perform
assessments at the school levels to ensure compliance
• Strengthening children's clubs, ensuring adherence to minimum standards for child
participation and expression.
• Ensure communities, including children, receive simplified information about the project and
understand available services and how to access them.
• Collect, analyse, and disseminate case studies and positive feedback through community
centres and schools to foster transparency and engagement.

Experiences and Qualifications

• Bachelor’s degree in education, Development Studies, Social Work, or a related field (master’s
preferred).
• Minimum of three years in education or child development, particularly in emergencies or
humanitarian contexts.
• Strong competencies in teacher professional development and coaching.
• Knowledge of child protection principles and practices.
• Excellent communication and interpersonal skills.
• Ability to collaborate in multicultural environments.
• Knowledge of education policies and strategies, especially related to primary education.
• Understanding of issues affecting women and children in accessing quality education.
• Familiarity with various primary education strategies (formal and non-formal) and learnercentred methodologies, lesson planning, assessment techniques, and co-curricular activities.
• Experience in community mobilization, school management, and leadership.
• Proven ability to manage a challenging workload effectively.
• Cross-cultural experience with understanding and sensitivity.
