Job Description

Organizational Setting 
 
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries. 
 
 
Reporting Lines 
 
Under the overall supervision of the FAO Somalia Representative and, the direct supervision of the Resilience Coordinator Somalia. 
 
 

 

Technical Focus 
 
The incumbent will be responsible for coordinating the development, planning, implementation and coordination of FAO’s durable solutions strategic approach in Somalia.  
 
 

Tasks and responsibilities 
 
•    In collaboration with the FAO Somalia leadership and with the support of the Offices of Emergencies & Resilience Forced Displacement Team, develop a durable solutions strategy for FAO Somalia and actively engage in the strategic management of the durable solutions workstream, linking it to FAO’s ongoing climate, Anticipatory Action, and resilience programming.
•    Oversee program quality, development, and implementation of current and proposed durable solutions-related projects and programs, in line with core protection principles, technical best practices, and donor and FAO requirements.
•     Lead FAO’s engagement in relevant national and sub-national coordination mechanisms and external fora, including the Durable Solutions Working Group and Resident Coordinator/Humanitarian Coordinator-led Durable Solutions processes.
•    Support donor engagement, liaison, and resource mobilization efforts with respect to durable solutions projects and programs.
•    Coordinate with government counterparts, partner organizations, and local communities to promote durable solutions for displaced populations.
•    Develop and manage technical partnerships with relevant displacement-mandated agencies, including the International Organization for Migration (IOM), UN-Habitat, and United Nations Development Program (UNDP), to develop joint approaches and programs in support of durable solutions for displaced people.
•    Support data collection and analysis with an emphasis on displacement-disaggregated data in FAO Somalia data collection processes and generate evidence on the food insecurity and livelihoods status of forcibly displaced people relative to host communities.
•    Generate evidence on good practices and lessons learned, and contribute to institutional learning at the country, regional, and global levels on durable solutions programming and partnerships.
•    In coordination with the OER Forced Displacement Team, lead FAO’s country-level engagement in global durable solutions processes, including the work of the Special Adviser on Internal Displacement, the Inter-Agency Standing Committee Management Response, and related processes.
•    Facilitate and support FAO’s engagement in stabilization efforts in Somalia in coordination with FAO Somalia sector leads and key stakeholders working in stabilization.
•    Perform any other duties assigned by the supervisor.

Experiences and Qualifications

    University degree in one or more of the following: International Relations, International Development, Social or Political Sciences, Law, Forced Displacement/Migration, Conflict or Human Security Studies, or a related field is required., or other relevant discipline from a reputable institution.  
•    At least 5 years of relevant experience in durable solutions programming and policy in forced displacement contexts.
•     Experience in resource mobilization, strategy development, monitoring and evaluation, and proposal/report writing. 
•    Working knowledge (level C) of English and Somali. 
•    National of Somalia.
