Somalia continues to face the most protracted drought conditions in recent history, with five consecutive below average rainy seasons on record, leading to the worst drought in 40 years. The impact of successive failed rainy seasons, coupled with desert locust invasions, has contributed to the deterioration of productive resources, reduced farm production and productivity, lowered income, and limited access to basic services. Smallholder farmers, majority being women are particularly vulnerable to shocks, but also are the least prepared when shocks hit bearing the brunt of hunger exacerbated by deeply rooted social cultural norms restricting their access to productive assets and resources.
WFP’s presence has been changing to adapt to new challenges faced in local food systems, as well as to better respond to the Somalia government development priorities. In the face of climate risks, WFP is on the frontline developing Climate Disaster Risk Finance Instruments (CDRFI) in Somalia and strengths capacities of the Somali government in disaster risk management, specifically by preparing and responding to climate risks through contingency planning. CDRFI includes buying climate risk insurance developed by the African Risk Capacity (ARC) group where WFP and the government will jointly increase coverage and support communities vulnerable to climate shocks and stresses earlier and complimenting the traditional response modalities.
As climate risks affect women, men, girls and boy differently, WFP is committed to gender-responsive and/or transformative programming within CDRFI. In order to design and implement ARC Replica programme that responds to the identified needs and realities of diverse women, men, girls and boys, WFP must first identify the needs and realities of affected population. With the support of an international short-term consultant, WFP plans to undertake a gender analysis of the climate disaster risk in Somalia focusing on the needs, barriers, realities, and priorities of diverse affected populations vulnerable to climate disaster risks and subsequently how CDRFI programmes can respond to these barriers and opportunities in Somalia.
Education:
Experience:
A minimum of 5 years of professional experience increasingly responsible for climate change and gender-related studies/research/surveys. Experience with gender transformative assessments and programming is a significant asset.
Language:
International Professional: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language is an added advantage.
